Transfer of Funds for Unclaimed Checks for Items Less Than Fifteen Dollars Unclaimed for\nat Least One Year.\nRecommendation(s):\nApprove the transfer of funds for checks issued by the City for individual items less than\nfifteen dollars ($15) which have remained unclaimed for the period of one year.\nCalifornia Government Code sections 50050-50057 establish the rights and procedures\nrelated to unclaimed checks issued by local agencies and City Administrative Policy 200-08\nstipulates the proper accounting and disposition procedures for these unclaimed checks.

Amendment to the Adopted Budget and Capital Improvement Program for Fiscal Year 2024-\n2025.\nRecommendation(s):\nAdopt Resolution No. 25-_____, authorizing an amendment to the adopted Budget and\nCapital Improvement Program for Fiscal Year 2024-2025.\nThe mid-year budget review provides an assessment of the City of Lancaster’s budget\ncondition in the current fiscal year during the first six months of the fiscal year. It allows staff\nto review the projected expenditures and revenues appropriated in June of the previous year,\nand account for adjustments not anticipated or fully defined when the projections were\nproposed.

CC 7. Professional Legal Services Agreement re Code Enforcement and Prosecutorial Services\nRecommendation(s):\n1. Approve the Professional Legal Services Agreement with Dapeer, Rosenblit & Litvak,\nLLP (DRL) to provide code enforcement, city prosecutor and related specialized legal\nservices to the City in substantially the form attached hereto.\n2. Authorize the City Manager, or his designee, to execute the Professional Legal Services\nAgreement and associated documents, subject to City Attorney approval.\nThe City has retained the services of DRL since 2006, and the Firm has continuously\nprovided specialized code enforcement legal services to the City since that time. The Council\nstated a priority to expand the scope of city prosecutions to include misdemeanors.

CC 8. Approval of Lease Agreement for (3) Tymco Model 600 Sweeper Units\nRecommendation(s):\n1. Approve a four-year lease agreement with an optional residual buyout, for the lease of\nthree (3) Tymco Model 600 Sweeper units, via Wells Fargo Equipment Finance, Inc.,\nutilizing a Sourcewell contract awarded to Tymco Inc.\n2. Find that this item is not a project under the California Environmental Quality Act.\n3. Authorize the City Manager, or his designee, to negotiate, finalize and execute the lease\nagreement, as well as any ancillary agreements or approvals, all in a form approved by the\nCity Attorney.\n4. Authorize the City Manager, or his designee, to sign all documents.\nAs the City plans to discontinue contracted street sweeping services to reduce costs, leasing\nthese street sweepers is essential to maintaining uninterrupted service. The lease will ensure\nthat operations continue smoothly once the current street sweeping contract expires in\nNovember 2025\nCOUNCIL REPORTS
