1. Los Angeles County Sheriff’s Department Update

10. Approval of Renewal Agreement with Los Angeles County Animal Control for After Hours Use\n— Recommendation: that the City Council approve the City-County Municipal Services Agreement with the County on Los\nAngeles Department of Animal Care and Control and authorize the Mayor to execute it on behalf of the City and authorize\nthe City Manager to execute the Service Level Request on behalf of the City.

11. ESMoA Grant Letter\n— Recommendation: that the City Council approve a Letter of Recommendation for Experimentally Structured Museum of\nArt (ESMoA) to be submitted with their grant application to the Los Angeles County Department of Arts and Culture.

Authorize the Purchase of Food Scrap Kitchen Pails for the Residential Organics Program utilizing SB 1383 Program Grant\nFunds\n— Recommendation: that the City Council authorize the purchase of food scrap kitchen pails from HTT Apparel for a total\ncost of $29,850.19 funded by the SB 1383 grant funds in compliance with the Local Assistance Grant Program guidelines.

13. 30-day Amnesty Program for Residential Properties Out of Compliance\nRequested by Mayor Pullen-Miles.\n— Recommendation: that the City Council consider the 30-day Amnesty Program for Residential Properties and direct staff\nto advertise and implement the program; or provide further direction to staff.

5. Minutes of the Lawndale City Council Regular Meeting, September 16, 2024\n— Recommendation: that City Council approve the minutes.

6. Approval of Beautification Committee Resolution\n— Recommendation: that the City Council approve staff recommendations to approve Resolution No. CC-2410-097 which\nmakes changes to the Beautification Committee, including lowering membership from seven members to five members and\nchanging requirements to remove inactive members.

7. Notice of Completion for the FY 2022-23 Residential Street Rehabilitation Project\n— Recommendation: that the City Council 1.) Accept the project completion by Sequel Contractors, Inc., for the FY 2022-23\nResidential Street Rehabilitation Project; 2.) Authorize staff to file the Notice of Completion with the Los Angeles County\nRegistrar-Recorder County Clerk’s Office for the FY 2022-23 Residential Street Rehabilitation; and 3.) Authorize staff to\nrelease the project retention to the contractor in the amount of $101,432.69 for the FY 2022-23 Residential Street\nRehabilitation Project.

Approve Resolution No CC-2410-098 Authorizing Submittal of Applications for All CalRecycle Grants\n— Recommendation: that City Council adopt Resolution No. CC-2410-098 authorizing the submittal of applications for the\nCalifornia State Department of Recycling and Resources Recovery (CalRecycle) Grant Programs and related authorizations.\nThis authorization is effective until rescinded by the Signature Authority or by the City Council.

9. Execute a Cooperative Agreement with Los Angeles County for the Rosecrans Avenue Traffic Signal Synchronization Project\nand Appropriate Additional Funding\n— Recommendation: that the City Council 1.) authorize the City Manager to execute the Cooperative Agreement\n(Attachment B) between the City of Lawndale and Los Angeles County; and 2.) authorize the appropriation of funds in the\namount of $30,000 to the Rosecrans Avenue Traffic Signal Synchronization Project account 272-310-700.309 for a total\nproject budget of $200,000.
