The project is exempt from the California\nEnvironmental Quality Act (CEQA) because the creation of a government funding mechanism which does not involve\nany commitment to any specific project is not a "project" under CEQA pursuant to Public Resources Code Section\n21080 and CEQA Guideline 15378(b)(4).
