— Recommendation: that the City Council approve the Contract Services Agreement for the Elderly Nutrition Program between the City of Lawndale and the City of Gardena for a term beginning Monday, July 1, 2026, through June 30, 2027.

7. Request for Direction from City Council on Education and Enforcement Practices Regarding Electric Vehicle (E-
bikes) Use
— Recommendation: that the City Council approve these recommendations including creation of 1.) An E-bike safety
training course requirement, which will require students to complete the Lawndale's E-bike Safety Course or the private
State approved course; 2.) An E-bike Safety Awareness Program, which will include the Citywide messaging including
Public Service Announcements on the City Cable Channel, signage, mailers, and postings; 3.) An E-bike Enforcement
Ordinance, which will state regulations and violations for E-bike use including, helmets and safety equipment
requirements, age restrictions, speed regulations, and limits on approved locations for E-bike use; and 4.) All other
directives suggested by the City Council.

9. Housing and Community Development General Plan Progress Report
— Recommendation: that the City Council 1) Approve the 2025 draft Annual Report; 2) Accept staff's finding that the
General Plan Annual Progress Report is exempt from CEQA under Section 15061(b)(3) of the CEQA Guidelines, which
provides that CEQA only applies to projects that have the potential for causing a significant effect on the environment; 3)
Direct staff to forward the report to the State Department of Housing and Community Development and the Governor’s
Office of Planning and Research; and 4) Adopt Resolution No. CC-2608-039.
