1. Certification of the November 5, 2024 General Municipal Election Results, Induction\nand Administration of Oath of Office\nReference: Joel G. Pablo, City Clerk\nRecommendation: Adopt the followings Resolutions:\n(1) Adopt Resolution of City Council of the City of Lemon Grove, California, Reciting\nthe fact of the General Municipal Election Conducted on November 5, 2024, and\nDeclaring the Result for the Mayoral Seat;\n(2) Adopt Resolution of City Council of the City of Lemon Grove, California, Reciting\nthe fact of the General Municipal Election Conducted on November 5, 2024, and\nDeclaring the Result for the two Councilmember Seats; and\n(3) Adopt Resolution of City Council of the City of Lemon Grove, California, Reciting\nthe fact of the General Municipal Election Conducted on November 5, 2024, and\nDeclaring the Result for Ballot Measure T.

2.A Waive the Full Text Reading of All Ordinances on the Agenda\n Reference: Kristen Steinke, City Attorney\n Recommendation: Waive the full text reading of all ordinances included in this agenda.\n Ordinances shall be introduced and adopted by title only.\n\n 2.B City of Lemon Grove Payment Demands\n Reference: Stacey Tang, Finance Director\n Recommendation: Ratify Demands covering November 20, 2024 to December 3,\n 2024.

3. Authorize the City Manager to Execute Agreements with the California Department of\nTax and Fee Administration for Implementation of a Local Transactions and Use Tax,\nand Authorize Examination of Sales or Transactions and Use Tax Records\nReference: Stacey Tang, Finance Director\nRecommendation: Adopt the following Resolutions:\n(1) Adopt a Resolution Authorizing the City Manager to Execute Agreements with the\nCalifornia Department of Tax and Fee Administration for Implementation of a Local\nTransactions and Use Tax; and\n(2) Adopt a Resolution Authorizing Examination of Sales or Transactions and Use Tax\nRecords; and\n(3) Authorize the necessary budget amendment of $175,000 to temporary cover\npreparatory costs to administer the Ordinance until such a time when the\ntransactions and use taxes are received to reimburse the General Fund.

4. Mayor Pro Tem Rotation for Calendar\nReference: Lydia Romero, City Manager\nRecommendation: Adopt Resolution confirming retaining Mayor Pro Tem Jennifer\nMendoza to serve as Mayor Pro Tem until December 16, 2025.

5. Consideration of Options to Fill Council Vacancy\nReference: Kristen Steinke, City Attorney and Lydia Romero, City Manager\nRecommendation: Discuss and provide direction to staff.\nCity Council Reports on Meetings Attended at the Expense of the City\n(GC 53232.3 (d)) (53232.3. (d) states that members of a legislative body shall provide brief reports on meetings attended at the\nexpense of the local agency at the next regular meeting of the legislative body.)
