Recommendation: Staff recommends approval of the proposed policy regarding

compliance with California Senate Bill 707 (Durazo).

1.E Notice and Call for the November 2026 General Election

Recommendation: Staff Recommends that the Council adopt the following
Resolutions:
1) Adopt a Resolution calling and giving notice of the General Municipal
Election on Tuesday, November 3, 2026, for two (2) City Councilmember seats
for the full term of four (4) years and one (1) City Councilmember seat for the
short term of two (2) years, and determining tie votes by lot;*
2) Adopt a Resolution ordering the submission of the citizen initiated
ordinance (the Bird Initiative) to the voters at the General Municipal Election;
3) Adopt a Resolution requesting consolidation of the General Municipal
Election with the Statewide General Election and requesting services of the San
Diego County Registrar of Voters;
4) Adopt a Resolution establishing regulations for Candidate Statements; and
5) Adopt a Resolution providing for the filing of primary and rebuttal
arguments, directing the City Attorney to prepare an impartial analysis, and
establishing the dates for the Bird Initiative.
