Award of Professional Services Agreement (PSA) to Charles Abbott &\nAssociates, Inc. for Building & Safety Services (Development Services)\nOn Thursday, January 19, 2023, staff received and reviewed bids for Request for\nProposal (RFP) 2022-04 Building & Safety Services, which is inclusive of building\ndivision administration, permit issuance, plan check, inspection, enforcement of\nbuilding codes, and public counter services. This item seeks to award the bid for RFP\n2022-04 to Charles Abbott & Associates, Inc., for a three-year term with two possible\n2-year extensions and in accordance with the fee schedule noted herein.\nRecommendation:\nAward the bid for RFP 2022-04 and authorize the Mayor to execute the Professional\nServices Agreement with Charles Abbott Associates Inc. Award of Professional Services Agreement (PSA) to Willdan Engineering for\nCity Engineering and Traffic Engineering Services (Development Services)\nOn Thursday, January 12, 2023, staff received and reviewed bids for Request for\nProposals (RFP) 2022-05 City Engineering and Traffic Engineering Services, which\nis inclusive but not limited to consultation on City utilities and facilities, consultation\non development projects/permits, lead and manage the City’s Capital Improvement\nProgram (CIP), provide permit review and inspection services, and technical\nexpertise regarding traffic signals, street lighting, traffic signs, and the issuance of\nencroachment and wide-load permits. This item seeks to award RFP 2022-05 to\nWilldan Engineering for a term of three years with two 2-year contract extensions and\nin accordance with the fee schedule noted herein.\nRecommendation:\n1. Award the bid for RFP 2022-05; and,\n2. H. Rejection of Bids for Requests for Proposals (RFP) 2022-03 for the\nInstallation/Upgrade of the City’s Access Control System (Development\nServices)\nOn Thursday, February 2, 2023, the City received one (1) bid submittal in response\nto Requests for Proposals (RFP) 2022-03 Access Control System. RFP 2022-03\nsolicited services for the installation and/or upgrade of an existing access control\nsystem for specified City facilities. The submitted bid surpassed the anticipated\nbudget, which considered new hardware installations and upgrades to the existing\nsystem. As a result, staff is recommending the rejection of the submitted bids.\nRecommendation:\nRejection of all bids received for Requests for Proposals (RFP) 2022-03 Access\nControl System.

Mid-Year General Fund Budget Review and Financial Update for Fiscal Year\n2022-23 (Finance)\nThis report provides the Council with a review of Mid-Year General Fund budget for\nthe Fiscal Year 2022-23 and a projection for the fiscal year ending June 30, 2023.\nThe mid-year report represents a snapshot in time and reflects recorded information\nthrough December 31, 2022, or six months of the fiscal year, and projections for\nFiscal Year 2022-23. It will provide the City Council with an update on the financial\nstatus of the City’s General Fund at mid-year, and projection of Fiscal Year 2022-23.\nRecommendation:\n1. Review the Mid-year General Fund budget for the Fiscal Year 2022-23, and\nprojection for the Fiscal Year ending June 30, 2023; and,\n2. Provide direction and comments.

C. Community Center Roof Repair (Development Services)\nThe roof of the Community Center building has incurred significant damage from the\nrecent storms. In order to avoid further damage to public facilities and avoid injury to\nthe health of the occupants of the buildings, staff is requesting Council to identify the\nrepair of the roofs as an urgent necessity.\nRecommendation:\n1. Adopt by a 4/5 vote, Resolution No. 2023-12, entitled, “A RESOLUTION OF CITY\nCOUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, DECLARING THE\nCOMMUNITY CENTER LEAKING ROOF AS AN URGENT NECESSITY"; and,\n2. Authorize the City Manager to execute the contract for the project in a form to be\napproved by the City Attorney in an amount not to exceed $500,000.
