(1) 20-0841-S34 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to the 17th report regarding COVID-19 Homelessness Roadmap funding recommendations; and related matters. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: APPROVE Recommendation Nos. 1 through 7, Nos. 9 through 11, Nos. 13 through 22.e and No 23, contained in the City Administrative Officer (CAO) report dated May 12, 2023, attached to Council file No. 20-0841-S34, relative to the 17th report regarding COVID-19 Homelessness Roadmap funding recommendations. AMEND Recommendation Nos. 8, 12 and 22.f contained in the CAO report dated May 12, 2023, attached to Council file No. 20-0841-S34, respectively, with the following: 8. AUTHORIZE the extension of the expenditure authority for $990,000 from Homeless Efforts - County Funding Agreement Fund No. 63Q/43, Account No. 43WC29, 2022-23 Other Interim Housing Operations for operations at the Northeast New Beginnings Community located at 499 San Fernando Road in Council District 1 through June 30, 2024: REQUEST the Los Angeles Homeless Services Authority (LAHSA) to execute a new sole source contract, or amend its current contract, with the John Wesley Center for Health in the up to amount of $990,000 for operating costs to operate an interim housing site located at 499 San Fernando Road in Council District 1 through June 30, 2024. 12. APPROVE up to $2,162,160 Homeless Efforts - County Funding Agreement Fund No. 63Q/10, Account No. 10T618, Homeless Effort - County Funding Agreement to Fund No. 63Q/43, in the newly established account entitled “2023-24 Tiny Home Villages Operations” for the Tiny Home Village located at 850 Mission in Council District 14 for 144 beds. 22.f APPROVE up to $790,240.25 from 2023-24 Additional Homeless Services - General City Purposes Fund No. 100/56, Account No. 000931 to the CAO Fund No. 100/10, Account No. 003040, Contractual Services for the continuation of Multi-Disciplinary Teams (MDTs) in Council Districts 2 and 3. INSTRUCT the CAO, or designee, to amend the contract with the Los Angeles County Department of Health Services (Contract No. C-139823) to reflect the funding in the above recommendation. ADD the following recommendations to the CAO report dated May 12, 2023, attached to Council file No. 20-0841-S34: 18.j Reflect the funding and expenditure authority for 499 San Fernando Road. 24. APPROVE $3,396,405 from Homeless Housing, Assistance and Prevention (HHAP) Round 3 Fund No. 65S/10, Account No. 10W744, FC-4 Outreach, Hygiene, Prevention and Supportive Services to Fund No. 65S/43, Account No. 43WC34, 2022-23 Roadmap Outreach Teams, to support the COVID-19 Homelessness Roadmap outreach services from July 1, 2023, to June 30, 2024. 25. INSTRUCT the General Manager, Los Angeles Housing Department, or designee, to amend the HHAP Contract No. C-135650 with the LAHSA to reflect the allocation shown in recommendation 24 in the CAO report dated May 12, 2023, attached to the Council file. 26. APPROVE $158,048 from Additional Homeless Services - General City Purposes Fund No. 100/56, Account No. 000931 to the CAO Fund No. 100/10, Account No. 003040, Contractual Services for the continuation of MDTs in Council Districts 2 and 3. (2) 20-1524-S1 STATUTORY EXEMPTION FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO STATE CEQA GUIDELINES SECTION 15269(C), PUBLIC RESOURCES CODE (PRC) SECTION 21080(B)(4), AND PRC SECTION 21080.27 (AB 1197); HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to a lease extension for continued use of the Crisis and Bridge housing at 2817 South Hope Street; and the Homeless Housing, Assistance and Prevention Program Round Three first funding report; and related matters. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: DETERMINE that the lease and continued use of the Crisis and Bridge Housing located at 2817 South Hope Street in Council District 9, is statutorily exempt from CEQA under PRC Section 21080(b)(4), as a specific action necessary to prevent or mitigate an emergency, and as reflected in CEQA Guidelines, Section 15269(c); and PRC Section 21080.27 (AB 1197), applicable to City of Los Angeles emergency homeless shelters. This determination is consistent with, and supported by, the City Council’s prior actions for the development and use of the property as a shelter; and CEQA determination made on May 19, 2019, as referenced in Council file No. 18-0750. APPROVE Recommendation Nos. 1 through 12, No. 15, No. 16, and Nos. 18 through 28, contained in the City Administrative Officer (CAO) report dated May 12, 2023, attached to Council file No. 20-1524-S1. ADD the following recommendation to the CAO report dated May 12, 2023, attached to the Council file: REPROGRAM $3,396,405 from Homeless Housing, Assistance, and Prevention Round 3 (HHAP-3) Fund No. 65S/10, Account No. 10W741, FC-1 Interim Housing Operations and Capital Costs to HHAP-3 Fund No. 65S/10, Account No. 10W744, FC-4 Outreach, Hygiene, Prevention, and Supportive Services. AMEND Recommendation Nos. 13 and 14, contained in the CAO report dated May 12, 2023, attached to the Council file, respectively, with the following: APPROVE $3,000,000 from HHAP-3 Fund No. 65S/10, Account No. 10W744, FC-4 Outreach, Hygiene, Prevention and Supportive Services to Fund No. 65S/43, Account No. 43WB05, USC Street Medicine Team to continue the expanded Street Medicine services medical services for individuals experiencing homelessness who are unable to visit traditional, brick-and-mortar medical establishments from July 1, 2023 through June 30, 2024. INSTRUCT the General Manager, Los Angeles Housing Department (LAHD), or designee, to amend its contract (Contract No. C- 141111) with the University of Southern California, for the expansion of the street medicine services through June 30, 2024, with the allocations provided in the above Recommendation No. 13; and, INSTRUCT the CAO, to assist the LAHD, to report to Council with reporting metrics, and lead the coordination of the City’s street medicine and unarmed crisis response efforts. REPLACE Recommendation No. 17 contained in the CAO report dated May 12, 2023, attached to the Council file, respectively, with the following: APPROVE $1,500,000 from HHAP-3 Fund No. 65S/10, Account No. 10W744, FC-4 Outreach, Hygiene, Prevention and Supportive Services to the CAO, Fund No. 65S/10, in a new account entitled “DHS Multi-Disciplinary Teams” for Multi-Disciplinary Teams in Council Districts 5, 8 and 9 for costs from July 1, 2023 to June 30, 2024. (21) 23-0431 COMMUNICATION FROM THE DEPARTMENT OF ANIMAL SERVICES relative to the acceptance of a $50,000 donation from Julie L. Wainwright for the Animal Welfare Trust Fund to support department programs. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE the Los Angeles Department of Animal Services to accept the $50,000 donation from Julie L. Wainwright for unrestricted purposes on behalf of the City. APPROVE the deposit of the funds into the Animal Welfare Trust Fund, Fund No. 859. APPROVE the disbursement of the funds in accordance with the provisions of the Animal Welfare Trust Fund.

Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE the Controller to transfer appropriations for increased minimum wage outreach, as follows: Reduce appropriations from the Unappropriated Balance, Fund No. 100/58, Account No. 580391, Minimum Wage Outreach, by $200,000. (4) 23-0485 PUBLIC SAFETY COMMITTEE REPORT relative to drafting an Ordinance to replace the current Los Angeles Fire Code (LAFC) and adopting the proposed LAFC amendment package for 2023. Recommendation for Council action: REQUEST the City Attorney to prepare and present an Ordinance to amend Chapter 5, Article 7, of the Los Angeles Municipal Code to replace the current LAFC; and, ADOPT the proposed LAFC amendment package for 2023, contained in the Board of Fire Commissioners (BFC) report dated May 10, 2023, attached to Council file No. 23-0485, that is based on the 2022 California Fire Code and the 2021 International Fire Code, published by the International Code Council with amendments.

(5) 14-1371-S13 ECONOMIC AND COMMUNITY DEVELOPMENT COMMITTEE REPORT relative to amending the Los Angeles Living Wage Ordinance (LWO) and the Los Angeles Hotel Worker Minimum (HWMO) Wage Ordinance. Recommendations for Council action, as initiated by Motion (Price – Yaroslavsky – McOsker – et al.): INSTRUCT the Chief Legislative Analyst (CLA) to report with an analysis, including the economic impacts, of amending the LWO and the HWMO to: Raise the hourly wage to $25 in 2023, and by $1 every year thereafter, to reach $30 an hour by 2028. Adjust the health care credit to meet the average cost of healthcare coverage, add minimum health benefit requirements including family coverage, and require transparency around health care payments. Ensure that workers receive all eligible paid time off and sick days under the LWO, HWMO, and the Citywide Minimum Wage. Add a Public Housekeeping Training requirement to the HWMO, similar to the ordinances in Santa Monica and West Hollywood. Clarify that enforcement of the LWO and HWMO Ordinances shall be conducted by the City's Office of Wage Standards. REQUEST the City Attorney to prepare and present an Ordinance based on the above report. AUTHORIZE the CLA, if necessary, to issue a competitive bid process to select, negotiate, and execute a study in connection with the LWO and HWMO as detailed above, with funding to be identified in a future Financial Status Report.

(6) 21-1176 CDs 8, 9 ENERGY AND ENVIRONMENT COMMITTEE REPORT relative to the revised scope of work on the California Natural Resources Agency (CNRA) Environmental Enhancement and Mitigation (EEM) Program, for the Slauson Corridor, Making Connections Project; and grant amendments. Recommendation for Council action: AUTHORIZE the Bureau of Sanitation (BOS) to proceed with the revised and CNRA approved scope of work on the Slauson Corridor, Making Connections Project, as detailed in the CNRA EEM Program grant amendment, included in the May 4, 2023, BOS report, attached to the Council file.

(7) 18-0384-S4 ENERGY AND ENVIRONMENT COMMITTEE REPORT relative to the Proposed Project Sign Design Guidelines, and the policy document to departments implementing Measure W projects, and related matters. Recommendations for Council action: APPROVE the proposed Project Sign Design Guidelines policy document as detailed in the April 6, 2023, Safe, Clean Water Program (SCWP) Administrative Oversight Committee report, attached to the Council file. DIRECT the Bureau of Sanitation to publish and implement the Project Sign Design Guidelines policy document, and distribute the policy document to other City departments implementing Safe, Clean Water Program projects.
