RESOLUTION NO. ____________ - AWARD OF CONTRACT NO. 40014 TO PACIFIC\nPORTABLE SERVICES, LLC FOR PORTABLE SANITARY FACILITIES AND\nSERVICES\nSummary: Staff requests approval of Contract No. 40014 with Pacific Portable Services, LLC, of\nOrange, CA, for the rental of portable sanitary facilities and services. The proposed Contract will\nbe for a one-year term with two, one-year options for an amount not to exceed $200,000 for the\ninitial year. If the two renewal options are exercised, $220,000 will be authorized for the second\nyear, and $240,000 will be authorized for the third year for an overall total not-to-exceed amount\nof $660,000. The City of Los Angeles Harbor Department will be financially responsible for the\npayment of expenditures incurred under the proposed Contract.\nRecommendation: Board resolve to (1) find that the Director of Environmental Management has\ndetermined that the proposed action is administratively and categorically exempt from the\nCalifornia Environmental Quality Act (CEQA) in accordance with Article II Section 2(f) and Article\nIII Classes 3(4) and 11(4) of the Los Angeles City CEQA Guidelines; (2) find that in accordance\nwith Los Angeles City Charter Section 1022, work under the subject contract can be performed\nmore feasibly by independent contractors than by City employees; (3) approve Contract No.\n40014 with Pacific Portable for the rental of portable sanitary facilities and services in the amount\nof $200,000 for a period of one year, with two one-year renewal options in the amount of\n$220,000 for the second year, and $240,000 for the third year to be exercised by the Executive\nDirector or his/her designee; (4) authorize the Executive Director to execute and Board Secretary\nto attest to Contract No. 40014 for and on behalf of the Board; and (5) adopt Resolution No.\n____________.\nWaterfront & Commercial Real Estate

RESOLUTION NO. ____________ - APPROVE REVOCABLE PERMIT NO. 23-05\nWITH LOS ANGELES MARITIME INSTITUTE\nSummary: Staff requests approval of Revocable Permit No. 23-05 with the Los Angeles Maritime\nInstitute (LAMI) to allow temporary use of Berth 78 for operation of the TopSail Youth Program,\ndocking of brigantine vessels, and small-scale maintenance activities for brigantines. Berth 78\nconsists of 14,420 square feet of water and dock space. This area is scheduled to be turned\nover to the West Harbor tenant within two years. LAMI, a California non-profit corporation,\noperates the TopSail Youth Program for middle and high school students, including at-risk youth,\non maritime education and hands-on tall ships sailing within the Port of Los Angeles (Port). The\nprogram has been in operation at the Port since 1992. The curriculum focuses on the Port, the\nmaritime industry, communication, teamwork, and instills responsibility, leadership, and self-\nesteem by providing character-building experiences. Given the significant benefits received by\nthe Harbor Department from the services provided by LAMI, staff requests waiving the monthly\nrent. LAMI will be financially responsible for all other costs, including but not limited to utilities,\nequipment, labor, Port Police security, site repair and maintenance. RESOLUTION NO. ____________ - APPROVAL OF MEMORANDUM OF\nUNDERSTANDING AMONG THE CITY OF LOS ANGELES HARBOR DEPARTMENT,\nTHE PORT OF LONG BEACH, AND THE SOUTH COAST AIR QUALITY\nMANAGEMENT DISTRICT TO FUND AN OCEAN GOING VESSEL EMISSIONS\nREDUCTION TECHNOLOGY ADVANCEMENT PROGRAM PROJECT\nSummary: Staff requests approval of the proposed Memorandum of Understanding among the\nCity of Los Angeles Harbor Department, the Port of Long Beach (POLB), and the South Coast\nAir Quality Management Department (SCAQMD) to fund a Clean Air Action Plan Technology\nAdvancement Program (TAP) project to retrofit two ocean-going vessels with low-pressure\nexhaust gas recirculation and a multiple fuel conversion system (OGV Retrofit Project). The total\ncost of the OGV Retrofit Project is $20,871,400, primarily funded by an $11,414,700 grant\nSCAQMD received from the United States Environmental Protection Agency. TAP funding in the\namount of $600,000 will be split equally between the Harbor Department and POLB, for a total\nof $300,000 from each port. SCAQMD and their partners Mediterranean Shipping Company and\nWärtsilä will be responsible for the remaining costs as part of the retrofit and demonstration of\nthe OGVs.\nRecommendation: Board resolve to (1) find that the Director of Environmental Management has\ndetermined that the proposed action is administratively and categorically exempt from the\nrequirements of the California Environmental Quality Act (CEQA) under Article II Section 2(f)\nand Article III Class 6(2) of the Los Angeles City CEQA Guidelines; (2) approve the\nMemorandum of Understanding among the City of Los Angeles Harbor Department, the Port of\nLong Beach, and the South Coast Air Quality Management District for the OGV Retrofit Project;\n(3) authorize the Executive Director to execute and Board Secretary to attest to said agreement\nfor and on behalf of the Board of Harbor Commissioners; and (4) adopt Resolution\nNo.____________.
