(3) 23-0693-S1 CD 8 PUBLIC WORKS COMMITTEE REPORT relative to issuing a revocable permit to the Los Angeles Neighborhood Initiative (LANI), to close, fence, occupy, demolish, excavate, and construct in the public right-of-way of the alley east of Western Avenue between Gage Avenue (North) and Gage Avenue (South) prior to finalizing and recording the street vacation of this alley. Recommendations for Council action, pursuant to Motion (Harris-Dawson – Hernandez): AUTHORIZE the Bureau of Engineering (BOE) to issue a revocable permit to the LANI, subject to satisfaction of the conditions for issuing such permit, to close, fence, occupy, demolish, excavate, and construct in the public right-of-way of the alley east of Western Avenue between Gage Avenue (North) and Gage Avenue (South) prior to finalizing and recording the street vacation (VAC- E1401436) of this alley. INSTRUCT the BOE and any other necessary departments to assist the LANI and its representatives through the B-Permit process for any work necessary to deliver the median park project at Western Avenue and Gage Avenue. Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

Recommendation for Council action: APPROVE the installation of the name of Garrett Morris at 6411 Hollywood Boulevard. Fiscal Impact Statement: The City Engineer reports that there is no General Fund impact. All costs are paid by the permittee.

(5) 23-1398 CD 14 COMMUNICATION FROM THE CITY ENGINEER relative to initiating vacation proceedings for a portion of Roy Street at Aldama Street (VAC-E1401440). Recommendations for Council action: ADOPT the City Engineer report dated December 5, 2023, attached to the Council file, to initiate the vacation proceedings to vacate a portion of Roy Street at Aldama Street, as shown on Exhibit A of said City Engineer report, pursuant to California Streets and Highways Code, Division 9, Part 3, Public Streets, Highways and Service Easements Vacation Law. DIRECT the Bureau of Engineering to investigate and report regarding the feasibility of this vacation request. Fiscal Impact Statement: The City Engineer reports that a deposit of $14,980 was paid by the petitioner for the investigation of this request pursuant to Section 7.42 of the Los Angeles Administrative Code (LAAC). Any deficit fee to recover the cost pursuant to LAAC Section 7.44 will be required of the petitioner.
