(4) 24­0637 MOTION (HERNANDEZ ­ BLUMENFIELD) relative to the transfer of funds within Cultural Affairs Fund No. 100/30 to align with the Department of Cultural Affairs’ (DCA) current expenditure patterns, and to meet the current year­end projection of expenditures. Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: TRANSFER $200,000 within the Cultural Affairs Fund No. 100/30 from Account No. 001010 (Salaries ­ General) to Account No. 001070 (Salaries As Needed) to align with DCA’s current expenditure patterns, and to meet the current year­end projection of expenditures. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. TRANSFER and APPROPRIATE $60,000 from the Los Angeles Police Department Fund No. 100/70, Account No. 006020 (Operating Supplies & Expense) to the General City Purposes Fund No. 100/56, Account No. 000709 (CD­9 Community Services), for programming services and events for the Community Safety Partnership Program at South Park, to be provided by Art Active, Inc. 2. INSTRUCT and AUTHORIZE the City Clerk to prepare, process, and execute the necessary documents with and/or payments to the Art Active Inc., or any other agency or organization, as appropriate, utilizing the above amount, for the above purposes, subject to the approval of the City Attorney as to form. 3. AUTHORIZE the City Clerk to make any corrections, clarifications or revisions to the above fund transfer instructions, including any new instructions, in order to effectuate the intent of this Motion, including any corrections and changes to fund or account numbers; said corrections/ clarifications/ changes may be made orally, electronically or by any other means.

(6) 24­0011­S14 CD 5 MOTION (YAROSLAVSKY ­ SOTO­MARTINEZ) relative to rescinding prior Council action of April 26, 2024, Council file No. (CF) 24­0011­S1, regarding funding for community beautification services performed by the Los Angeles Conservation Corps in Council District (CD) 5. Recommendation for Council action: RESCIND the Council action of April 26, 2024 relative to funding the community beautification services performed in CD 5 by the Los Angeles Friday 7, 2024 - June (CF Conservation Corps - 24­0011­S1), PAGE inasmuch as the 7 will be project (6) 24­0011­S14 CD 5 MOTION (YAROSLAVSKY ­ SOTO­MARTINEZ) relative to rescinding prior Council action of April 26, 2024, Council file No. (CF) 24­0011­S1, regarding funding for community beautification services performed by the Los Angeles Conservation Corps in Council District (CD) 5. Recommendation for Council action: RESCIND the Council action of April 26, 2024 relative to funding the community beautification services performed in CD 5 by the Los Angeles Conservation Corps (CF 24­0011­S1), inasmuch as the project will be funded using an alternative source and approach.

(7) 21­0866­S3 MOTION (YAROSLAVSKY ­ SOTO­MARTINEZ) relative to funding for services in connection with the Council District (CD) 5 special recognition of Overdose Awareness Day at City Hall on August 41, 2024, including the illumination of City Hall. Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: TRANSFER and APPROPRIATE $400 from the General City Purposes Fund No. 100/56, Account No. 0705 (CD5 Community Services), to the General Services Fund No. 100/40, Account No. 1070 (Salaries ­ As Needed), for services in connection with the CD 5 special recognition of Overdose Awareness Day at City Hall on August 31, 2024, including the illumination of City Hall.

(8) 22­0822­S2 MOTION (KREKORIAN ­ HUTT) relative to amending Ordinance No. 188072 (Council file No. 22­0822­S2) that established a voluntary housing program and conditional use permit, replacement housing, and police permit requirements for hotels, including short­term rentals (STRs). Recommendations for Council action: 1. REQUEST the City Attorney to prepare and present an ordinance to revise the effective date of the hotel permits in Los Angeles Municipal Code Sections 103.400 to be effective January 1, 2025, in lieu of July 1, 2024. 2. REQUEST the Board of Police Commissioners to: a. Simplify the Police Permit process for Hotels and STRs, as intended and defined in the ordinance, to be modeled after Alarm Permits, with a process that is more reactive to violations and complaints instead of a complex registration process. Friday - June 7, 2024 - PAGE 8 Municipal Code Sections 103.400 to be effective January 1, 2025, in lieu of July 1, 2024. 2. REQUEST the Board of Police Commissioners to: a. Simplify the Police Permit process for Hotels and STRs, as intended and defined in the ordinance, to be modeled after Alarm Permits, with a process that is more reactive to violations and complaints instead of a complex registration process. b. Establish a new portal for hotels, STRs, and existing Police Pennits to be active by January 1, 2025. c. Establish an updated fee study that is full cost recovery that reflects the requirements of the ordinance and this Motion for a simple registration process.
