Recommendations for Council action, SUBJECT TO THE APPROVAL

on March 24, 2026, which approves the Rosamond Switching
Station Project Public Hearing to Consider Adoption of
Resolution of Necessity Authorizing Commencement of Eminent
Domain Proceedings to Acquire Five Parcels of Real Property
Southwest of the Intersection of Rosamond Boulevard and
100th Street West, in Unincorporated Kern County, California.
2. PRESENT and ADOPT the accompanying ORDINANCE, dated
April 1, 2026, finding that the public interest and necessity
require the acquisition by eminent domain of five parcels of real
property southwest of the intersection of Rosamond Boulevard
and 100th Street West, in unincorporated Kern County,
California for the Rosamond Switching Station Project.
3. PRESENT and ADOPT the accompanying ORDINANCE, dated
July 8, 2026, finding that the public interest and necessity
require the acquisition by eminent domain of five parcels of real
property southwest of the intersection of Rosamond Boulevard

proposed rate adjustments for building permit and inspection fees,
Board of Building and Safety Commissioners (BBSC) fees, and
Residential Property Report fees.
A. PLANNING AND LAND USE MANAGEMENT COMMITTEE
REPORT
Recommendations for Council action:
1. AUTHORIZE the Department of Building and Safety
(DBS) to take the necessary steps to implement the
recommended changes to the Los Angeles Municipal
Code (LAMC) and any associated Code sections to
update the fees as shown in revised Attachment A, List of
Fees and Recommended Changes of the DBS report
dated February 24, 2026, attached to the Council file.
2. REQUEST the City Attorney to prepare and present an
Ordinance amending various sections of the LAMC and
any associated Code sections to update the fees as
shown in revised Attachment A (List of Fees and
Recommended Changes) and Attachment B (Building and
Safety User Fee Study) of the DBS report dated February
24, 2026.
3. DIRECT relevant departments, as needed, to assist the
DBS with the implementation of the fee adjustments
outlined in the DBS report dated February 24, 2026,
attached to the Council file.
4. AUTHORIZE the DBS to make technical changes as
needed to implement Mayor and City Council intentions.
B. BUDGET AND FINANCE COMMITTEE REPORT
Recommendations for Council action:
1. AUTHORIZE the DBS to take the necessary steps to
implement the recommended fee updates to the
LAMC and any associated Code sections to update the
fees, including but not limited to adjustments for building
permit and inspection fees, BBSC fees and Residential
Property Report fees, as shown in revised Attachment A,
List of Fees and Recommended Changes of the DBS
report dated February 24, 2026.
2. REQUEST the City Attorney to prepare and present
Ordinances to institute rate adjustments for building permit
and inspection fees, BBSC fees, and Residential Property
fees to more accurately align with full cost recovery
associated with providing building and safety services, as
shown in revised Attachment A (List of Fees and
Recommended Changes) and Attachment B (Building and
Safety User Fee Study) of the DBS report dated February
24, 2026, with fees to be adopted in multiple phases.
3. APPROVE the DBS report dated June 15, 2026, attached
to the Council file, in order to implement a phased
approach for the fee adjustments; and, AUTHORIZE
Phase 1: Fees Applicable to Express Permits as detailed
in said DBS report.
4. INSTRUCT the DBS, with the assistance of the City
Administrative Officer, to report back on the average
timeline for commercial and residential permits issued in
Phase 1, Phase 2, and Phase 3.
5. INSTRUCT the DBS to report back on ways to become
revenue neutral without raising fees, such as efficiencies
in self-certification, technological efficiencies, and
elimination of any processes.
Fiscal Impact Statement: The BBSC reports that the changes
proposed in the User Fee Study attached to said BBSC report are for
Enterprise Fund services, and do not impact the General Fund.
Approval of the recommended changes to fees in said User Fee
Study report will ensure full cost recovery for building permit and
inspection-related services funded by the Enterprise Fund. The DBS
estimates a net annual revenue increase of $42 million to the
Enterprise Fund as a result of the proposed user fee updates.
The DBS reports that implementing the proposed fee changes in
phases will shorten the time it takes to prepare the necessary
ordinance amendments to adjust the fees impacting the majority of
permits issued by the DBS, and ensure the services provided for
these permits are fully cost recovery. The DBS expects splitting the
fee adjustment into several ordinances to accelerate cost recovery for
essential services and mitigate the structural deficit of the Enterprise
Fund. While the exact fiscal impact to the Enterprise Fund in Fiscal
Year 2026-27 will depend on when the fee changes go into effect, the
DBS estimates the proposed fee changes will result in an increase in
Enterprise Fund revenue of approximately $42 million annually. While
this projected increase in revenue does not fully restore the revenue
and expenditure balance in the Enterprise Fund, the recommended
fee adjustments for plan check fees is forthcoming, which will
recommend the remaining fee adjustments necessary to make the
Enterprise Fund fully cost recovery. Delaying fee adjustments pending
the completion of a benchmarking study, a process which may take
one year or more, would result in the loss of at least $42 million in
projected Enterprise Fund revenue, further exacerbating the current
fiscal imbalance.

relative to creating a streamlined process for qualifying sidewalk repair
projects.
Recommendation for Council action, SUBJECT TO THE APPROVAL
OF THE MAYOR:
1. REVIEW and CONSIDER the information contained in the
Sidewalk Repair Program's (Project) Recirculated Portions of
the Environmental Impact Report (REIR) (State Clearinghouse
No. 2017071063), consisting of the Draft REIR and the Final
REIR, the Project's 2021 EIR, comprised of the Draft EIR and
the Final EIR, and any other information in the record of
proceedings (Transmittal No. 1 of the report from the Board of
Public Works (BPW) dated May 22, 2025, attached in the
Council File); and certify that the REIR and 2021 EIR were
completed in compliance with the California Environmental
Quality Act (CEQA); that potentially significant environmental
effects of the Project have been disclosed and evaluated in
compliance with the CEQA; the Council was presented with the
REIR and the 2021 EIR and the Council considered the
information contained in the REIR and the 2021 EIR prior to
approving the Project, and that the REIR and 2021 EIR reflect
and express the City's independent judgment and analysis as

PERSONNEL AND HIRING COMMITTEE REPORT relative
to implementation of case settlement, amendment to the Los Angeles
City Employees Retirement System (LACERS) Peace Officer
Transfer Program and omnibus cleanup of plan provisions for the Los
Angeles Fire and Police Pensions (LAFPP).
Recommendation for Council action:
REQUEST the City Attorney to prepare and present an Ordinance
necessary to implement a recent legal case settlement resulting in an
update to the method for calculating health insurance premium
subsidies for LAFPP Members, to authorize amortization for costs
and expenses to pay the full actuarial cost of the LACERS Peace
Officer Transfer Program, and to make all other necessary technical
updates to the LAFPP plan provisions.
Fiscal Impact Statement: The City Administrative Officer reports that
according to LAFPP’s actuary, updating the LAFPP Plan terms to
reflect the settlement to resolve litigation over the health insurance
premium subsidies should not have a fiscal impact on the City
because the maximum subsidy amount remains unchanged.
Calculations provided in a report prepared by LAFPP’s actuary
indicate that amortization of costs and expenses for the LACERS
Peace Officer Transfer Program will have a fiscal impact on the
General Fund. Those calculations can be seen in the actuarial report
included with the council file. In the event the City declines the option
to amortize these costs, paying in full will not have any additional
fiscal impact beyond what has been reported as the full actuarial cost
of the Program.

Harbor Interfaith Services, Inc. for the A Bridge Home (ABH) site

Street in Council District 15.
Recommendations for Council action, pursuant to Motion (McOsker -
Jurado):
1. FIND the funding allocation, lease, and continued use for a
period of approximately three years for the ABH/Low Barrier
Navigation Center at 407 North Beacon Street, also known as
515 North Beacon Street, for those experiencing homelessness,
are statutorily exempt from CEQA under Public Resources
Code (PRC) Section 21080.27.5, applicable to low barrier
navigation centers; and Government Code Section 8698.4(a)
(4), governing homeless shelter projects under a shelter crisis
declaration.
2. AUTHORIZE the General Services Department (GSD) to
execute a new, or amend the existing, lease agreement with the
State of California Department of Transportation (CalTrans) for
the ABH site located at 407 North Beacon Street, also known as
515 North Beacon Street, in Council District 15 for up to three
years.

as needed, to report in 60 days on: the LAHD’s average
turnaround times for application reviews and income
verifications measured against current staff capacity; potential
lease delays due to unclear processes; and ways to streamline
lease up so the City can lease up more quickly.
