The RFP opening took place in the PlanetBids platform on March\n01, 2023, at 10:00 AM (PST).\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO SA ASSOCIATES FOR LONG BEACH METER UPGRADE AND LINE\nABANDONMENT DESIGN PROJECT NO. 4011.68.065, IN THE AMOUNT OF $250,000;\nAUTHORIZING THE CITY MANAGER TO APPROVE AGREEMENT AMENDMENTS\nRELATED TO THE PROJECT; AND AUTHORIZING THE MAYOR TO EXECUTE THE\nAGREEMENT.”

9.1 APPROVAL AND AWARD OF CONTRACT TO NATIONAL PLANT SERVICES FOR\nTHE CITY OF LYNWOOD ANNUAL SANITARY SEWER MAINTENANCE SERVICES\nComments:\nThe City’s wastewater collection system is managed by the City of Lynwood Public Works\nDepartment. The sewer utility provides sewer collection services to its residential,\ncommercial, and industrial customers within the City’s boundary. Due to increased\nresponsibilities in required potable water operation tasks and reduction in staffing, the\ntasks of sewer cleaning have been delayed and behind in the regular scheduled tasks.\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO NATIONAL PLANT SERVICES AS THE LOWEST RESPONSIBLE\nBIDDER, IN THE AMOUNT OF $744,183.57 FOR FY 2023/24 THROUGH FY 2026/27\nANNUAL SEWER MAINTENANCE; AUTHORIZING THE CITY MANAGER TO\nAPPROVE AGREEMENT AMENDMENTS RELATED TO THE PROJECT; AND\nAUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT.”

9.3 APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nA NOTICE INVITING BIDS FOR IMPERIAL HIGHWAY CORRIDOR CAPACITY\nENHANCEMENTS FROM STATE STREET TO WRIGHT ROAD, PROJECT (CIP\n4011.68.106)\nComments:\nLos Angeles County Metropolitan Transportation Authority ("LACMTA") and the City of\nLynwood have entered an agreement for capacity improvements along Imperial Highway.\nLACMTA has agreed to fund the capacity enhancement improvement project for both\ndesign and construction. Staff has received plans and specifications for the design of the\nproject and is seeking approval and authorization from City Council to solicit Notice\nInviting Bids for construction.\nRecommendation:\n4\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nPLANS AND SPECIFICATIONS AND AUTHORIZING STAFF TO SOLICIT A NOTICE\nINVITING BIDS FOR IMPERIAL HIGHWAY CORRIDOR CAPACITY ENHANCEMENTS\nFROM STATE STREET TO WRIGHT ROAD, PROJECT (CIP 4011.68.106)”.
