With City Council approval, the contract between BrightView\nLandscape Development and the City of Lynwood will be awarded for design and\nconstruction of the Lynwood Park - Mega Playground Phase 1 Project. (CC)\nRecommendation:\nStaff recommends that the City Council review the list of Board and Commission\nmembers. Currently there is one (1) vacancy on the Community Development Block\nGrant Board. The City Council may make any adjustments to these Boards and\nCommissions, as it deems appropriate, in accordance with the rules outlined below.

With City Council approval, the contract\nbetween Torres Sanitation Systems Construction and the City of Lynwood will be\nawarded for construction of the Sewer System Improvements for FY 2023 Project. City\nCouncil have authorized approval for Staff to advertise Notice of Inviting Bids for the\n7\nCorridor Enhancements Capacity Project. Staff has sent out a Notice of Inviting Bids and\nfound All American Asphalt to be lowest responsive bidder. With City Council approval,\nthe contract between All American Asphalt and the City of Lynwood will be awarded for\nconstruction of Imperial Highway Corridor Enhancements Project from State Street to\nWright Road and approve additional appropriation from ARPA funds. (PW)\nRecommendation:\nStaff recommends that the City Council hold a public hearing, and after considering all\noral statements and all written protests made or filed by any interested person, to close\nthe public hearing and approve the following actions:\n1. 9.3 APPROVING THE VENDOR PROCUREMENT LIST AND CONTRACTS WITH\nVARIOUS VENDORS\nComments:\nFrom time to time, the City Council approves a list of vendors and purchasing limits for\nthese vendors who provide materials, supplies and products used by Public Works in the\ndaily course of business. Due to changes in the City’s purchasing policy and based on\nrecent purchasing history, staff recommends approving the vendor list and purchasing\nlimits to allow purchase orders to be opened without a contract. By approving the\nvendors’ list and the individual expenditure limits and approving contracts with\nconsultants for services, the purchasing process will be somewhat streamlined and will\nprovide for more cost effective and efficient operations. The-approval of this list will not\neliminate the need to compare prices where required under the Lynwood Municipal Code\nand for staff to stay within the City Council approved budget. 9.4 REJECTION OF ALL PROPOSALS FOR LYNWOOD PARK TENNIS AND STORAGE\nFACILITY (CIP PROJECT NO. 4011.68.121 & 4011.68.129)\nComments:\nStaff has solicited proposals for the Lynwood Park Tennis Courts Renovations and\n3\nStorage Facility Installation. Upon receiving the proposals, staff determined there is\ninsufficient funding to award the project. Staff recommends rejecting the proposals and\nreevaluate the scope of the project and solicit proposals again at a future date. 9.6 APROVAL OF FIRST AMENDMENT TO EDGESOFT PERMIT SOFTWARE\nCONTRACT.\nComments:\nCommunity Development applied and received a $60,000 grant to implement and install a\nstreamlining solar application. The grant is a reimbursable grant awarded by the CA\nEnergy Commission, to local jurisdiction in an effort to streamline the issuance of solar\npermits across Ca. In order to implement and incorporate the application to the city's new\npermit system (Edgesoft), we must contract with the current permitting system vendor in\norder to smoothly incorporate the app to our permit system. Therefore staff is requesting\nthe first amendment to the existing Edgesoft contract in order to add the solar app\nprogram management. (CD)\nRecommendation:\nStaff recommends that Council adopt the attached resolution entitled: "A Resolution of the\n4\nCity Council of the City of Lynwood Authorizing the first amendment to the Professional\nservice agreement with Edgesoft, Inc. for a permit management solution"

(CD)\nRecommendation:\nStaff recommends the City Council of the City of Lynwood adopt the attached resolution\nentitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD\nAUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE SOCIETY FOR THE\nPREVENTION OF CRUELTY TO ANIMALS LOS ANGELES (SPCALA) TO PROVIDE\nANIMAL SHELTERING SERVICES FOR A NOT TO EXCEED AMOUNT OF $294,000.”
