With City Council approval, the contract between BrightView\nLandscape Development and the City of Lynwood will be awarded for design and\nconstruction of the Lynwood Park - Mega Playground Phase 1 Project. With approval of the City Council, staff will advertise to solicit bids on\nthe city’s PlanetBids platform. (CC)\nRecommendation:\nStaff recommends that the City Council review the list of Board and Commission\nmembers. Currently there is one (1) vacancy on the Community Development Block\nGrant Board. The City Council may make any adjustments to these Boards and\nCommissions, as it deems appropriate, in accordance with the rules outlined below.

10.5 AWARD OF CONTRACT TO TORRES SANITATION SYSTEMS CONSTRUCTION\nFOR THE SEWER SYSTEM IMPROVEMENTS FOR FY 2023 PROJECT - PROJECT\nNUMBERS 4011.68.095 AND 4011.68.096\nComments:\nStaff has sent out a Notice of Inviting Bids and found Torres Sanitation Systems\nConstruction to be lowest responsive bidder. With City Council approval, the contract\nbetween Torres Sanitation Systems Construction and the City of Lynwood will be\nawarded for construction of the Sewer System Improvements for FY 2023 Project. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARD OF\nCONTRACT TO TORRES SANITATION SYSTEMS CONSTRUCTION FOR THE\nSEWER SYSTEM IMPROVEMENTS FOR FY 2023 PROJECT - PROJECT NUMBERS\n4011.68.095 AND 4011.68.096; AUTHORIZING THE CITY MANAGER TO APPROVE\nAGREEMENT AMENDMENTS RELATED TO THE PROJECT AND AUTHORIZING THE\nMAYOR TO EXECUTE THE AGREEMENT.”

10.6 AWARD OF CONTRACT TO ALL AMERICAN ASPHALT FOR THE IMPERIAL\nHIGHWAY CORRIDOR CAPACITY ENHANCEMENT PROJECT FROM STATE\nSTREET TO WRIGHT ROAD FY 2023-2024, PROJECT NO. 4011.68.106 AND\nAPPROVAL OF ADDITIONAL APPROPRIATION FROM ARPA FUND IN THE\nAMOUNT OF $1,490,497\nComments:\nThe City and Los Angeles County Metropolitan Transportation Authority “LACMTA” have\nan agreement for improvements along Imperial Highway for capacity enhancements. City\nCouncil have authorized approval for Staff to advertise Notice of Inviting Bids for the\n7\nCorridor Enhancements Capacity Project. Staff has sent out a Notice of Inviting Bids and\nfound All American Asphalt to be lowest responsive bidder. With City Council approval,\nthe contract between All American Asphalt and the City of Lynwood will be awarded for\nconstruction of Imperial Highway Corridor Enhancements Project from State Street to\nWright Road and approve additional appropriation from ARPA funds. 8.1 PUBLIC HEARING ON A PROPOSED FIVE-YEAR WATER AND SEWER RATE\nADJUSTMENT FOR ALL CUSTOMERS FOR FISCAL YEAR 2023-2024 THROUGH\nFISCAL YEAR 2027-2028\nComments:\nThe City Council has reviewed the current water and sewer rate structures and\ndetermined that rate increases are necessary to recover sufficient revenues to operate\nand maintain the City's water and sewer systems. (PW)\nRecommendation:\nStaff recommends that the City Council hold a public hearing, and after considering all\noral statements and all written protests made or filed by any interested person, to close\nthe public hearing and approve the following actions:\n1. Receive and File the City of Lynwood 2023 Water and Sewer Rate Study; and\n2. Adopt the attached resolution entitled: "A RESOLUTION OF THE CITY COUNCIL\nOF THE CITY OF LYNWOOD ESTABLISHING WATER AND SEWER RATES AND\nRELATED FEES FOR THE CITY OF LYNWOOD FOR FISCAL YEAR 2023-2024\nTHROUGH FISCAL YEAR 2027-2028 AS ORDERED BY THE CITY COUNCIL ON\nAUGUST 15, 2023."

9.1 APPROVAL OF THE WARRANT REGISTER\nComments:\n2\nCity of Lynwood warrant register dated August 15, 2023 for FY 2023-2024. (FIN)\nRecommendation:\nStaff respectfully recommends that the City Council of the City of Lynwood approve the\nwarrant register dated August 15, 2023 for FY 2023-2024.

9.2 A RESOLUTION OF THE CITY COUNCIL AND THE CITY OF LYNWOOD AUTHORIZING AN\nAMENDMENT TO THE FISCAL YEAR 2023/24 ADOPTED BUDGET FOR THE UPGRADE OF A\nFULL-TIME MAINTENANCE LEAD WORKER TO A FULL-TIME PUBLIC WORKS OPERATIONS\nSUPERVISOR POSITION\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled, “A\nRESOLUTION OF THE CITY COUNCIL AND THE CITY OF LYNWOOD AUTHORIZING\nAN AMENDMENT TO THE FISCAL YEAR 2023/24 ADOPTED BUDGET FOR THE\nUPGRADE OF A FULL-TIME RIGHT-OF-WAY MAINTENANCE LEAD WORKER TO A\nFULL-TIME PUBLIC WORKS OPERATIONS SUPERVISOR POSITION”

9.3 APPROVING THE VENDOR PROCUREMENT LIST AND CONTRACTS WITH\nVARIOUS VENDORS\nComments:\nFrom time to time, the City Council approves a list of vendors and purchasing limits for\nthese vendors who provide materials, supplies and products used by Public Works in the\ndaily course of business. Due to changes in the City’s purchasing policy and based on\nrecent purchasing history, staff recommends approving the vendor list and purchasing\nlimits to allow purchase orders to be opened without a contract. By approving the\nvendors’ list and the individual expenditure limits and approving contracts with\nconsultants for services, the purchasing process will be somewhat streamlined and will\nprovide for more cost effective and efficient operations. The-approval of this list will not\neliminate the need to compare prices where required under the Lynwood Municipal Code\nand for staff to stay within the City Council approved budget. 9.4 REJECTION OF ALL PROPOSALS FOR LYNWOOD PARK TENNIS AND STORAGE\nFACILITY (CIP PROJECT NO. 4011.68.121 & 4011.68.129)\nComments:\nStaff has solicited proposals for the Lynwood Park Tennis Courts Renovations and\n3\nStorage Facility Installation. Upon receiving the proposals, staff determined there is\ninsufficient funding to award the project. Staff recommends rejecting the proposals and\nreevaluate the scope of the project and solicit proposals again at a future date. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, REJECTING ALL\nPROPOSALS FOR THE LYNWOOD PARK TENNIS AND STORAGE FACILITY (CIP\nPROJECT NO. 4011.68.121 & 4011.68.129)”

9.5\nAPPROVAL OF AN AMENDMENT TO THE AGREEMENT WITH TIERRA WEST\nADVISORS TO PROVIDE AS NEEDED CONTINUED ADVISORY AND\nIMPLEMENTATION SERVICES AND ONGOING PROJECT MANAGEMENT\nComments:\nStaff recommends that the City Council consider the approval of a second amendment to\nthe Professional Services Agreement with Tierra West Advisors to provide continued\nadvisory and implementation services and ongoing project management. (CD)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled, "A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, COUNTY OF\nLOS ANGELES, STATE OF CALIFORNIA APPROVING A SECOND AMENDMENT TO\nTHE PROFESSIONAL SERVICES AGREEMENT WITH TIERRA WEST ADVISORS TO\nPROVIDE CONTINUED ADVISORY AND IMPLEMENTATION SERVICES AND\nONGOING PROJECT MANAGEMENT."

9.6 APROVAL OF FIRST AMENDMENT TO EDGESOFT PERMIT SOFTWARE\nCONTRACT.\nComments:\nCommunity Development applied and received a $60,000 grant to implement and install a\nstreamlining solar application. The grant is a reimbursable grant awarded by the CA\nEnergy Commission, to local jurisdiction in an effort to streamline the issuance of solar\npermits across Ca. In order to implement and incorporate the application to the city's new\npermit system (Edgesoft), we must contract with the current permitting system vendor in\norder to smoothly incorporate the app to our permit system. Therefore staff is requesting\nthe first amendment to the existing Edgesoft contract in order to add the solar app\nprogram management. (CD)\nRecommendation:\nStaff recommends that Council adopt the attached resolution entitled: "A Resolution of the\n4\nCity Council of the City of Lynwood Authorizing the first amendment to the Professional\nservice agreement with Edgesoft, Inc. for a permit management solution"

9.7 CROSSING GUARD SERVICES CONTRACT\nComments:\nStaff recommends the City Council consider the execution of a three (3) year agreement\nwith All City Management Services to provide crossing guard services to the City of\nLynwood. (CD)\nRecommendation:\nStaff recommends the City Council of the City of Lynwood adopt the attached resolution\nentitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD\nAUTHORIZING THE MAYOR TO EXECUTE A THREE (3) YEAR AGREEMENT WITH\nALL CITY MANAGEMENT SERVICES TO PROVIDE CROSSING GUARD SERVICES\nTO THE CITY OF LYNWOOD.”

9.8\nANIMAL SHELTERING SERVICES CONTRACT WITH THE SOCIETY FOR THE\nPREVENTION OF CRUELTY TO ANIMALS LOS ANGELES (SPCALA)\nComments:\nStaff recommends the City Council of the City of Lynwood consider the execution of an\nagreement with Society For The Prevention Of Cruelty To Animals Los Angeles\n(SPCALA) to continue providing animal sheltering services at a rate not to exceed\n$294,000 for the next fiscal year period of July 1, 2023 to August 31, 2024. (CD)\nRecommendation:\nStaff recommends the City Council of the City of Lynwood adopt the attached resolution\nentitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD\nAUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE SOCIETY FOR THE\nPREVENTION OF CRUELTY TO ANIMALS LOS ANGELES (SPCALA) TO PROVIDE\nANIMAL SHELTERING SERVICES FOR A NOT TO EXCEED AMOUNT OF $294,000.”
