10.1 APPROVAL OF SPECIAL EVENT PERMITS – FOR PLAZA MEXICO 2024\nComments:\nStaff recommends that City Council approve the remaining annual scheduled Special\nEvent Permits for Plaza Mexico operating at 3100 East Imperial Highway. The remaining\nevents include dates from February 11, 2024 through December 28, 2024, contingent\nupon the payment of all required fees and approvals from all pertinent agencies including\nLA County Fire and LA County Sheriffs. In an effort to streamline the special event permit\nprocess City staff has been coordinating with Plaza Mexico staff to present to council a\nlist of significant events for 2024: (CD)\nRecommendation:\nStaff recommends the approval of Resolution for approval of the special event permits for\nPlaza Mexico 2024.

10.2 AWARD OF CONTRACT TO BRAVO SIGN & DESIGN, INC. FOR THE LYNWOOD\nCITYWIDE MONUMENTS PROJECT (CIP NO. 4011.68.117), AND APPROVAL OF\nADDITIONAL APPROPRIATION FROM AMERICAN RESCUE PLAN ACT (ARPA)\nFUNDS IN THE AMOUNT OF $220,000.\nComments:\nStaff has prepared plans and specifications for the Lynwood Citywide Monuments CIP\nProject. The plans and specifications have been reviewed, and a Notice Inviting Bids has\nbeen published for advertisement. The bid opening took place and Staff is ready to award\na contract to Bravo Sign & Design, Inc. for the project. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO BRAVO SIGN & DESIGN, INC. FOR THE LYNWOOD CITYWIDE\nMONUMENTS PROJECT (CIP NO. 4011.68.117), AUTHORIZING THE CITY MANAGER\nTO APPROVE AGREEMENT AMENDMENTS RELATED TO THE PROJECT AND\nAUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT, AND APPROVING\nTHE TRANSFER OF FUNDS FROM AMERICAN RESCUE PLAN ACT IN THE AMOUNT\nOF $220,000.”

10.3 2024 LYNWOOD 5K/10K FAMILY RUN/WALK\nComments:\nThe Lynwood Partners Educational Foundation (LPEF) is proposing to partner with the\nCity of Lynwood to offer the 2024 Lynwood 5K/10K Run/Walk event to take place on May\n11, 2024 on Lynwood city streets. In continuing the success of the 2022 and 2023 events,\nthe 2024 event aims to provide a significant community-building program that also raises\nfunds to support scholarships and student support programs directly benefitting Lynwood\nyouth. Staff is requesting authority from the City Council to partner with the LPEF,\nappropriate funding in support of the event and to temporarily close designated streets\nand public areas that will make up the event course and spaces. (REC)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING\nTHE 2024 LYNWOOD 5K/10K FAMILY RUN/WALK PROGRAM AND APPROVING A\nTOTAL AMOUNT NOT TO EXCEED $20,000 TO SUPPORT THE PROGRAM.”

8.1 CONTINUATION OF PUBLIC HEARING ON A PROPOSED FIVE-YEAR WATER AND\nSEWER RATE ADJUSTMENT FOR ALL CUSTOMERS FOR FISCAL YEAR 2023-2024\nTHROUGH FISCAL YEAR 2027-2028\nComments:\nThe City Council has reviewed the current water and sewer rate structures and\ndetermined that rate increases are necessary to recover sufficient revenues to operate\nand maintain the City's water and sewer systems. (PW)\nRecommendation:\nStaff recommends that the City Council re-open the Public Hearing that were continued\non August 15, 2023 and on November 7, 2023, and after considering all oral statements\nand all written protests made or filed by any interested person, to close the public hearing\nand approve the following actions:\n1. Receive and File the City of Lynwood 2023 Water and Sewer Rate Study; and\n2. Adopt the attached resolution entitled: A RESOLUTION OF THE CITY COUNCIL\nOF THE CITY OF LYNWOOD ESTABLISHING WATER AND SEWER RATES AND\nRELATED FEES FOR THE CITY OF LYNWOOD FOR FISCAL YEAR 2023-2024\nTHROUGH FISCAL YEAR 2027-2028 AS ORDERED BY THE CITY COUNCIL ON\nJANUARY 16, 2024.And\n3. Consideration of an emergency utility relief program for resident’s utility\ninfrastructure repairs or replacement with a City grant of up to $5,000 or 50%,\nwhichever is greater; and\n4. Consideration of a water conservation incentive program with an annual budgeted\namount of $25,000.
