FOR CALIFORNIA AVENUE &\nSANBORN AVENUE BEAUTIFICATION PROJECT, PROJECT NO. 4011.68.118\nTECHNICAL ASSISTANCE PROGRAM #CM05-01-23\nComments:\nStaff published an advertisement for a Request for Proposals for the California Avenue &\nSanborn Avenue Beautification Project. After reviewing the proposals, staff recommends\nthat SWA Group, Inc. be awarded the California Avenue and Sanborn Avenue\nBeautification Project Technical Assistance Program. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO SWA GROUP, INC., FOR CALIFORNIA AVENUE & SANBORN\nAVENUE BEAUTIFICATION PROJECT, PROJECT NO. 4011.68.118, TECHNICAL\nASSISTANCE PROGRAM #CM05-01-23; AUTHORIZING THE CITY MANAGER TO\nAPPROVE AGREEMENT AMENDMENTS RELATED TO THE PROJECT AND\nAUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT.”

8.4 APPROVE INFRASTRUCTURE ENGINEERS TO PERFORM CONSTRUCTION\nMANAGEMENT AND INSPECTION SERVICES FOR THE SEWER SYSTEM\nIMPROVEMENTS FOR FY 2023-2024 (PROJECT NO. 4011.68.095 & 4011.68.096)\nCONSTRUCTION PHASE\nComments:\nAs part of the Sewer Systems Improvement Project FY23-24 staff requires the assistance\nof a Construction Manager and Inspector. Staff solicited proposals from the list of On-Call\nconsultants and received a proposal from Infrastructure Engineers. Staff is\nrecommending to City Council to move forward with Infrastructure Engineers proposal in\norder to continue with the project in a timely manner. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nINFRASTRUCTURE ENGINEERS FOR CONSTRUCTION MANAGEMENT,\nINSPECTION SERVICES FOR THE SEWER SYSTEM IMPROVEMENTS FOR FY 2023-\n2024 (PROJECT NO. 4011.68.095 & 4011.68.096) CONSTRUCTION PHASE FOR A\nNOT-TO-EXCEED AMOUNT OF $95,227.”

8.5 APPROVE DMC ENGINEERING TO PROVIDE ENGINEERING SERVICES\nNECESSARY TO COMPLETE THE LEAD AND COPPER RULE REVISION (LCRR).\nComments:\nDMc Engineering will provide the City of Lynwood with the Engineering services\nnecessary to complete the Lead and Copper Rule Revision (LCRR) by October 16, 2024.\n(PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nDMC ENGINEERING TO PROVIDE ENGINEERING SERVICES REQUIRED TO\nCOMPLETE LEAD AND COPPER RULE REVISION, CAPITOL IMPROVEMENT\nPROJECT NO. 4011.68.097 FOR A NOT-TO-EXCEED AMOUNT OF $50,000.”

8.6 UPDATE GOVERNOR’S OFFICE OF EMERGENCY SERVICES FORM 130\nComments:\nThe State of California Governor's Office of Emergency Services (Cal OES) requires non-\nstate agencies to execute a Designation of Subrecipient's Agent Resolution Form 130\n(Cal OES Form 130) to receive State grants and financial assistance in the event of a\ndeclared emergency. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD approving THE\nSTATE OF CALIFORNIA-GOVERNOR’S OFFICE OF EMERGENCY SERVICES (Cal-\nOES) FORM 130.”

9.1 ACCEPTANCE OF 2024 CPUC-CASF BROADBAND GRANT\nComments:\nThe Recreation & Community Services Department applied for grant funding from the\nCalifornia Public Utilities Commission’s (CPUC) California Advanced Services Fund\n(CASF) to support a digital literacy program benefitting Lynwood youth and senior\ncitizens. Staff is pleased to report that the CPUC has advised the City that our grant\nproposal has been awarded. Staff is requesting that the City Council formally accept the\ngrant and authorize staff to complete all grant-related transactions needed to execute the\ngrant program through adoption of the accompanying resolution. (REC)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled, “A\nRESOLUTION OF THE LYNWOOD CITY COUNCIL ACCEPTING A GRANT FROM THE\nCALIFORNIA PUBLIC UTILITIES COMMISSION’S CALIFORNIA ADVANCED\nSERVICES FUND FOR A DIGITAL LITERACY PROGRAM .”
