8.2 TREASURER'S QUARTERLY REPORT\nComments:\nThe purpose of this item is to have the Honorable Mayor and the Lynwood City Council\nreview the Treasurer's Quarterly Investment Report as required by State Statutes (CT).\nRecommendation:\nIt is recommended that the City of Lynwood receive and file the attached Quarterly\nInvestment Report. The following information provided in this report highlights the\ninvestment activity for the 2nd quarter ending December 31, 2023.

8.3 TREASURER'S STATEMENT OF INVESTMENT POLICY\nComments:\nThe investment policies and practices of the City of Lynwood are based on state laws and principles\nof prudent money management. This statement is intended to provide guidelines for the prudent\ninvestment of idle and surplus cash, while meeting the short and long-term cash flow demands. It\nis submitted annually for City review. (CT).\nRecommendation:\nStaff recommends that the Lynwood City Council adopt the following resolutions entitled: "A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, APPROVING THE CITIES\nANNUAL STATEMENT OF INVESTMENT POLICY."

8.4 BANKING SERVICES SELECTION\nComments:\nOn May 2, 2023, the Finance & Administration Department and the City Treasurer’s\nOffice issued a Request for Proposals (RFP) for banking services from qualified\nfinancially secure Federal or State chartered banking institutions that can offer\ncomprehensive banking services at the best value to the City. The deadline to respond to\nthe RFP was July 5, 2023.\nOn November 21, 2023, the City Council authorized the City Manager or his designee to\nnegotiate banking terms with city staff’s top (two) ranked banking institutions, JPMorgan\nChase and BMO (formerly Bank of the West). (FIN)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled, “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING\nTHE MAYOR TO ENTER INTO AN AGREEMENT WITH JPMORGAN CHASE TO\nPROVIDE BANKING SERVICES TO THE CITY”.

8.5 PROJECT ACCEPTANCE FOR THE BULLIS RAIN GARDEN PROJECT - CIP NO.\n4011.68.069\nComments:\nThe City of Lynwood requested bids for design upgrades on Bullis Road to mitigate the\nstorm drainage problem from Martin Luther King Junior Boulevard to Platt Avenue. The\nBullis Rain Garden Project was awarded to 316 Construction & Engineering Inc. The\nproject has been completed and is ready to be accepted by the City Council (PW).\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: "A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING\nTHE BULLIS RAIN GARDEN PROJECT, FY 2022-2023 (CIP 4011.68.069) AS\nCOMPLETE; AUTHORIZING THE FILING OF THE NOTICE OF COMPLETION WITH\nTHE LOS ANGELES COUNTY RECORDER’S OFFICE AND THE RELEASE OF THE\n5% RETENTION 35 DAYS AFTER THE ACCEPTANCE.”

8.6 FIRST AMENDMENT TO THE BOWMAN INFRASTRUCTURE ENGINEERS ON-CALL\nPROFESSIONAL ARCHITECTURAL SERVICES AGREEMENT\nComments:\nThe City of Lynwood released a formal Request for Qualifications for On-Call Professional\nEngineering Services. On December 19, 2023 City Council awarded nine (9) contracts\nfrom various qualified companies to provide general engineering, traffic engineering,\nutilities engineering and architectural services. After further review, staff is recommending\nto award Bowman Infrastructure Engineers with On-Call professional architectural\nservices. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nTHE FIRST AMENDMENT TO THE ON-CALL SERVICES AGREEMENT WITH\nBOWMAN INFRASTRUCTURE ENGINEERS FOR ON CALL PROFESSIONAL\nARCHITECTURAL SERVICES; AUTHORIZING THE MAYOR TO EXECUTE THE\nAGREEMENT.”

8.7\nAPPROVE DMC ENGINEERING TO PROVIDE UTILITY ENGINEERING SERVICES\nFOR VARIOUS WATER AND SEWER PROJECTS FOR FY 23-24\nComments:\nDMc Engineering will provide staffing necessary to manage the City’s Utility Division\nCapital Improvement Projects (CIP) to serve the City in design, bid preparation,\nimplementation, project management and inspection. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nDMc ENGINEERING TO PROVIDE UTILITY ENGINEERING SERVICES FOR VARIOUS\nWATER AND SEWER PROJECTS FOR FY 23-24 IN THE ADDITIONAL AMOUNT OF\n$50,000 FOR A TOTAL NOT TO EXCEED AMOUNT OF $100,000.”

9.1 AWARD OF CONTRACT TO CALIFORNIA STREET LIGHTING FOR THE\nINSTALLATION OF SIXTEEN NEW LED STREET NAME SIGNS AS PART OF THE\nANNUAL STREET NAME SIGN REPLACEMENT PROJECT (CIP NO. 4011.68.137)\nComments:\nOn January 3, 2024, the City received one proposal for the installation of sixteen (16) new\nLED street name signs at four (4) intersections as part of the Annual Street Name Sign\nReplacement CIP Project. California Street Lighting was the lowest responsible bidder at\n$28,800.00 for the installation of the sixteen (16) street name signs. Staff is\nrecommending the City Council award a contract to California Street Lighting for street\nname sign installation. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO CALIFORNIA STREET LIGHTING FOR THE INSTALLATION OF\nSIXTEEN NEW LED STREET NAME SIGNS AT FOUR STREET INTERSECTIONS AS\nPART OF THE ANNUAL STREET NAME SIGN REPLACEMENT PROJECT (CIP NO.\n4011.68.137), AUTHORIZING THE CITY MANAGER TO APPROVE AGREEMENT\nAMENDMENTS RELATED TO THE PROJECT AND AUTHORIZING THE MAYOR TO\nEXECUTE THE AGREEMENT.”
