GPA 2024-01 AND ORDINANCE TO AMEND THE\nLYNWOOD MUNICIPAL CODE IN ORDER TO ADOPT AND IMPLEMENT THE\nLYNWOOD GENERAL PLAN 2021-2029 HOUSING ELEMENT.\nComments:\nStaff recommends that the City Council consider the approval and adoption of 2021-2029\nHousing Element and Related Actions: General Plan Amendment No. GPA 2024-01 and\nOrdinance to amend the Lynwood Municipal Code in order to adopt and implement the\nLynwood General Plan 2021-2029 Housing Element. On July 17, 2024, following a public\nhearing, the Planning Commission recommended that the City Council approve General\nPlan Amendment No. GPA 2024-01 and Ordinance amending the Lynwood Municipal\nCode, based on the findings. The project has\nbeen completed and is now ready to be accepted by City Council. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING\nTHE CITYWIDE SLURRY SEAL (PHASE 3) PROJECT FY 2023-2024 CIP PROJECT\nNO.4011.68.127 AS COMPLETE; AUTHORIZING THE FILING OF THE NOTICE OF\nCOMPLETION WITH THE LOS ANGELES COUNTY RECORDER’S OFFICE AND THE\nRELEASE OF THE 5% RETENTION 35 DAYS AFTER THE ACCEPTANCE.”

FOR THE ROOF RESTORATION AND\nREPLACEMENT AT LYNWOOD CITY HALL, LYNWOOD COMMUNITY CENTER AND\nLYNWOOD SENIOR CENTER (PROJECT NOS. 4011.68.033, 4011.68.132 &\n4011.68.133)\nComments:\nStaff created and published a Request for Proposal (RFP) for design-build services for\nthe roof restoration and replacement at Lynwood City Hall, Lynwood Community Center\nand Lynwood Senior Center. The City received four (4) proposals to perform the work.\nStaff recommends that the City Council award the contract to Courtney Inc. in the amount\nof $1,567,000. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO COURTNEY INC. 8.5 AWARD OF CONTRACT TO GREENFIELDS OUTDOOR FITNESS, INC. FOR THE\nHAM PARK OUTDOOR FITNESS STATION RENOVATION PROJECT (CIP PROJECT\nNO. 4011.68.122)\nComments:\nCity Council Regular Meeting\n4\nStaff conducted an Informal Request for Proposals (IRFP) for the Ham Park Outdoor\nFitness Station Renovations project (Project). An IRFP is a document issued to obtain\nwritten, competitive Proposals to be used as a basis for entering into a contract when\nprice will not necessarily be the predominant award criteria. On April 10, 2024, staff sent\nan invitation to three (3) qualified contractors to submit proposals for the Project. On May\n22, 2024, staff received two (2) proposals from Greenfields Outdoor Fitness, Inc. and\nKompan, Inc., the third contractor declined to submit a proposal. Staff recommends that\nCity Council award a contract to Greenfields Outdoor Fitness, Inc. in the amount of\n$132,001.22. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO GREENFIELDS OUTDOOR FITNESS, INC. FOR THE HAM PARK\nOUTDOOR FITNESS STATION RENOVATION PROJECT (CIP PROJECT NO.\n4011.68.122); AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT AND\nAUTHORIZING THE CITY MANAGER TO APPROVE AGREEMENT AMENDMENTS\nRELATED TO THE PROJECT.”

8.6 INTENT TO VACATE PORTION OF FERNWOOD AVENUE FROM 795 FEET\nSOUTHEAST OF ALAMEDA STEET TO IMPERIAL HIGHWAY\nComments:\nStaff is looking to develop City owned lots that are located along Fernwood Avenue\nbetween Imperial Highway and Alameda Street. The section of Fernwood Avenue is\ncurrently not in use and will interfere with the future development of residential and\ncommercial properties. Staff is recommending to City Council determine its intent to\nvacate the portion of Fernwood Avenue between Alameda Street and Imperial Highway.\n(PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD DECLARING ITS\nINTENTION TO VACATE PORTION OF FERNWOOD AVENUE FROM 795 FEET\nSOUTHEAST OF ALAMEDA STREET TO IMPERIAL HIGHWAY”

Staff is now ready to\npresent the plan and the recommended improvements to be adopted by City Council.\n(PW)\nCity Council Regular Meeting\n5\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADOPTING THE\nSAFE ROUTE TO SCHOOL PLAN FOR FUTURE IMPLEMENTATION AS PART OF\nTHE CITY’S 5-YEAR CIP PROGRAM.”

9.2 ANNUAL STREET IMPROVEMENT PROGRAM – PRIORITY SEGMENT LIST\nComments:\nBased on the anticipated budget and current pavement conditions of streets throughout\nthe City, Staff proposes a series of street segments for inclusion in the Annual Street\nImprovement Program. The pavement conditions are assessed every few years and\nreported as part of the Pavement Management Program (PMP). A priority ranking has\nbeen assigned to each grouping and was presented to the Infrastructure Ad Hoc\nCommittee on July 25, 2024.\nStaff request that the City Council receive and file the proposed Annual Street\nImprovement Segment List. (PW)\nRecommendation:\nStaff recommends that the City Council receive and file this agenda item. No further City\nCouncil action is necessary.
