As part of the annual conference activities, the\nvoting delegate will consider and take action on resolutions that establish League policy.\n(CM)\nRecommendation:\nIt is recommended that the City Council of the City of Lynwood designate one voting\ndelegate and up to two (2) alternate voting delegates for the League of California Cities\n2024 Annual Conference to be held October 16 - 18, 2024 in Long Beach, CA.

The commission position is for a partial\nterm. (CC)\nRecommendation:\nStaff recommends that the City Council review and consider a new appointment for the\none (1) vacancy in the Citizen Oversight Committee.

10.3 SECOND READING AND ADOPTION OF ORDINANCE NO. 1782 READING BY TITLE\nONLY AND WAIVE FULL READING\nComments:\nApproval of Ordinance No 1782 will provide the necessary regulatory requirements for\naffordable housing sites that have been identified in previous housing elements (i.e., "by-\nright" ministerial review of housing projects that include at least 20% of units affordable to\nlower income households) for the City to be certified in compliance with state housing\nelement law. 9.10 APPROVAL OF FIFTH AMENDMENT TO CONTRACT WITH WATERWORKS\nTECHNOLOGY, INC. FOR CONTINUING TO PROVIDE INTERIM MANAGEMENT OF\nTHE WATER AND SEWER OPERATIONS AND CAPITAL IMPROVEMENT PROJECTS\nFOR THE CITY’S PUBLIC WORKS DEPARTMENT\nComments:\nThe City’s existing agreement with Waterworks Technology, Inc. has expired on August\n31, 2024. Staff is working on awarding a new contract for Utility Support services for the\nnext three (3) fiscal years. As the existing contract has officially expired, Staff is\nrecommending that City Council approve an amendment to the existing agreement with\nWaterworks Technology, Inc. to continue to provide Professional Utility Support services\nfor four (4) additional months. This statement is intended to provide guidelines for the prudent\ninvestment of idle and surplus cash, while meeting the short and long-term cash flow demands. It\nis submitted annually for City review. 9.4\nBUDGET AMENDMENT TO APPROPRIATE FUNDS TO ARPA FUND FOR\nCONTINUATION OF PROGRAMS\nComments:\nThe Community Development Department is in charge of implementing programs utilizing\nARPA funds. Due to a budget error funds were not carried over to the current fiscal year\n24/25. A budget amendment is needed to appropriate the funds into the ARPA fund to\ncontinue implementing ARPA related programs. (CD)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,\nAPPROPRIATING FUNDS FROM THE UNAPPROPRIATED AMERICAN RESCUE\nPLAN ACT (ARPA) FUND IN THE AMOUNT OF $733,198 TO COVER ANTICIPATED\nCity Council Regular Meeting\n3\nEXPENSES DURING FISCAL YEAR 2024/2025.”

9.5 DIGITAL EQUITY COMPETITIVE GRANT PROGRAM LETTER OF COMMITMENT\nAND COUNCIL AUTHORIZATION TO PROVIDE A 10% MATCH OF CASH OR IN-\nKIND CONTRIBUTIONS OR $42,560 ON A GRANT TOTAL OF $425,596 FROM\nGENERAL FUND, IF AWARDED\nComments:\nThe purpose of the Letter of Commitment is to establish and confirm a binding\ncommitment with Los Angeles County to develop, implement, and evaluate digital\ninclusion activities as part of the Federal Digital Equity Competitive Grant Program. Los\nAngeles County will serve as the Authorized Representative and the City of Lynwood\nalong with other participating agencies will serve as the Subrecipient Applicant for the\nCompetitive Grant Program. Primary goals will be to distribute up to 400 laptop\ncomputers, internet enabled mobile hotspots, and provide digital literacy training. (IT)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING\nTHE CITY MANAGER TO SIGN A DIGITAL EQUITY COMPETITIVE GRANT PROGRAM\nLETTER OF COMMITMENT IN PARTNERSHIP WITH THE COUNTY OF LOS\nANGELES - INTERNAL SERVICES DEPARTMENT AND COUNCIL AUTHORIZATION\nTO PROVIDE A 10% MATCH OF CASH OR IN-KIND CONTRIBUTIONS OR $42,560\nON A GRANT TOTAL OF $425,596 FROM THE GENERAL FUND, IF AWARDED,\nAPPROVED AS TO FORM BY THE CITY ATTORNEY

9.6 APPROVE DMC ENGINEERING INC, TO PROVIDE CONSULTING SERVICES TO\nPREPARE AN UPDATE OF THE AMERICA’S WATER INFRASTRUCTURE ACT\n(AWIA) RISK AND RESILIENCY ASSESSMENT (RRA) AND EMERGENCY\nRESPONSE PLAN (ERP) FOR THE CITY OF LYNWOOD.\nComments:\nCity staff met with representatives from the US Environmental Protection Agency (EPA)\nregarding the City’s Risk and Resiliency Assessment (RRA) and Emergency Response\nPlan (ERP) that was submitted in March 2020. The EPA requested that the City update\nthe 2020 plans to meet the requirements of the America’s Water Infrastructure Act\n(AWIA). (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nDMC ENGINEERING INC, TO PROVIDE CONSULTING SERVICES TO PREPARE AN\nUPDATE OF THE AMERICA’S WATER INFRASTRUCTURE ACT (AWIA), RISK AND\nRESILIENCY ASSESSMENT (RRA), AND EMERGENCY RESPONSE PLAN (ERP) FOR\nA TOTAL AMOUNT OF $74,000.00.”\nCity Council Regular Meeting\n4

9.7 PROJECT ACCEPTANCE FOR THE PRIORITY 2 STREET IMPROVEMENT PROJECT\nPHASE 2B (CIP NO. 4011.68.123)\nComments:\nThe City of Lynwood awarded a construction contract to Gentry Brothers, Inc. on October\n3, 2023, for the Priority 2 Street Improvement Project Phase 2B project No. 4011.68.123.\nThe project has been completed and is now ready to be accepted by City Council. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING\nTHE PRIORITY 2 STREET IMPROVEMENT PROJECT PHASE 2B CIP NO. 4011.68.123\nAS COMPLETE; AUTHORIZING THE FILING OF THE NOTICE OF COMPLETION\nWITH THE LOS ANGELES COUNTY RECORDER’S OFFICE AND THE RELEASE OF\nTHE 5% RETENTION 35 DAYS AFTER THE ACCEPTANCE.”

9.8 APPROVAL OF FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT\nWITH CRAFTWATER ENGINEERING, INC. FOR THE LYNWOOD CITY PARK\nSTORMWATER CAPTURE PROJECT (CIP NO. 4011.68.112)\nComments:\nOn September 20, 2022, the City of Lynwood approved a Professional Services\nAgreement (Agreement) with Craftwater Engineering, Inc. for design engineering services\nof the Lynwood City Park Storm Water Capture Project CIP No. 4011.68.112. The\ncontract is set to expire December 31, 2024 and services provided by Craftwater\nEngineering, Inc. will still be in progress at the time. Staff are recommending that the City\nCouncil approve a first amendment to the professional services agreement to complete\nthe design and construction phase of this project. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING A\nFIRST AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH\nCRAFTWATER ENGINEERING, INC. 9.9 APPROVAL OF STRIPING DESIGN AND AUTHORIZATION TO PREPARE\nCONSTRUCTION DRAWINGS AND SOLICIT BIDS FOR THE AGNES STRIPING\nPROJECT, FY 2024-2025 (CIP PROJECT NO. 2350|2352.68.145)\nCity Council Regular Meeting\n5\nComments:\nThe Agnes Striping Project will include a new street striping and markings layout, aiming\nto improve safety and increase parking for residents. A new design for the striping on\nAgnes Avenue has been completed and reviewed by Staff. Staff is requesting City\nCouncil approve the new striping design and authorize staff to create construction\ndrawings and proceed to advertise for bidding on the Agnes Striping Project. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nTHE AGNES AVENUE STRIPING DESIGN AND AUTHORIZATION TO PREPARE\nCONSTRUCTION DRAWINGS AND SOLICIT BIDS FOR THE AGNES STRIPING\nPROJECT, FY 2024-2025 (CIP PROJECT NO. 2350|2352.68.145).”
