8.1 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)\nFOR FY 2023-24\nComments:\nThe City submits a Consolidated Annual Performance and Evaluation Report (CAPER) to\nHUD annually as one of the conditions of receiving federal funds under the CDBG and\nHOME programs. Staff recommends that the City Council conduct a public hearing and\ntake public testimony on the City’s FY 2023-24 Consolidated Annual Performance and\nEvaluation Report for the period of July 1, 2023 through June 30, 2024. (CD)\nRecommendation:\nStaff recommends that the City Council conduct a public hearing and take public\ntestimony on the City’s FY 2023-24 Consolidated Annual Performance and Evaluation\nReport. No further City Council action is necessary.

8.2 ADOPTION OF A NEW ENVIRONMENTAL JUSTICE ELEMENT AND UPDATE TO\nTHE SAFETY ELEMENT: GENERAL PLAN AMENDMENT NO. GPA 2024-02 AND\nRESOLUTION TO AMEND THE LYNWOOD MUNICIPAL CODE IN ORDER TO ADOPT\nAND UPDATE THE LYNWOOD GENERAL PLAN 2021-2029 ENVIRONMENTAL\nJUSTICE ELEMENT AND THE SAFETY ELEMENT.\nComments:\nCalifornia's Government Code section 65302 sets forth the required contents of each\njurisdiction’s general plan. Since the adoption of the current City of Lynwood General\nPlan in 2003, new provisions regarding environmental justice and the safety element\napplicable to Lynwood were added to the Government Code. Senate Bill 1000 (2016),\nwhich established EJ requirements for general plans under Government Code Section\n65302(h). therefore Community Development is brining forth the documents required to\nbe in compliance with CA law. (CD)\nRecommendation:\nIt is recommended that the Lynwood City Council:\n1. CONDUCT a public hearing and receive public testimony\n2. ADOPT Resolution XXX approving the General Plan Amendment No. GPA 2024-02\n3. FIND that the actions taken under this Resolution are exemption from the California\nEnvironmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15061(b)\n(3).

9.3 APPROVAL OF A THIRD AMENDMENT TO MUNITEMPS STAFFING AGREEMENT\nTO PROVIDE TEMPORARY STAFFING SERVICES IN THE CITY CLERK'S OFFICE\nComments:\nThe recruitment for Deputy City Clerk is underway and it is vital to maintain current\nstaffing levels to manage the day-to-day operations of the City Clerk’s office. The City\ncurrently contracts with Munitemps Staffing to provide temporary staffing services in the\nCity Clerk’s office. Staff is respectfully requesting to amend the agreement to extend the\nterm in support of the continued need for temporary staffing. (CC)\nRecommendation:\nStaff recommends that the City Council approve and adopt the attached resolution\nentitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD TO\nAPPROVE THE THIRD AMENDMENT AGREEMENT WITH MUNITEMPS FOR\nTEMPORARY STAFFING SERVICES"

9.4 APPROVE DMC ENGINEERING INC, TO PROVIDE PROFESSIONAL ENGINEERING\nSERVICES FOR THE REHABILITATION OF THE CITY’S THREE (3) WATER TOWERS\nFOR THE CITY OF LYNWOOD PROJECT NO. (6302|1011.68.150).\nComments:\nThe City has three (3) existing water towers that have been converted to Cell\nCommunication Towers located at 4275 Walnut Avenue, 11108 North Alameda Street,\nand 11240 California Avenue. The City desires to re-paint the water towers and add a\nnew City of Lynwood mural at the top of each tower. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nDMC ENGINEERING INC, TO PROVIDE ENGINEERING SERVICES TO PREPARE\nPLANS AND SPECIFICATIONS FOR REHABILITATION OF THE CITY’S THREE (3)\nWATER TOWERS FOR A TOTAL AMOUNT OF $64,000.00” (6302|1011.68.150).

9.5 PROJECT ACCEPTANCE FOR THE SEWER SYSTEM IMPROVEMENTS FOR FY\n2023-2024 CIP PROJECT NOS. 4011.68.095 AND 4011.68.096\nComments:\nThe City of Lynwood awarded a construction contract to Torres Sanitation Systems\nConstruction on August 15, 2023, for the Sewer System Improvements for FY 2023-2024,\nCIP Project Nos. 4011.68.095 and 4011.68.096. The project has been completed and is\nnow ready for acceptance by the City Council. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING\nTHE SEWER SYSTEM IMPROVEMENTS FOR FY 2023-2024 CIP PROJECT NOS.\n4011.68.095 AND 4011.68.096 AS COMPLETE; AUTHORIZING THE FILING OF THE\nNOTICE OF COMPLETION WITH THE LOS ANGELES COUNTY RECORDER’S\nOFFICE AND THE RELEASE OF THE 5% RETENTION 35 DAYS AFTER THE\nACCEPTANCE.”

9.6 APPROVAL OF THE THIRD AMENDMENT TO THE AGREEMENT WITH\nNATIONWIDE ENVIRONMENTAL SERVICES FOR THE MAINTENANCE OF CATCH\nBASINS\nComments:\nThe current agreement with Nationwide Environmental Services (NES) is set to expire on\nSeptember 30, 2025. NES has submitted a request for a contract extension, extending\nthe term for an additional one (1) year. Staff is recommending that City Council approve\nthe extension. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nTHE THIRD AMENDMENT TO THE AGREEMENT WITH NATIONWIDE\nENVIRONMENTAL SERVICES FOR THE MAINTENANCE OF CATCH BASINS,\nEXTENDING THE TERM FOR AN ADDITONAL ONE (1) YEAR"

9.7 AWARD OF CONTRACT TO FEHR & PEERS FOR THE PLANNING & ENGINEERING\nSERVICES FOR THE DEVELOPMENT OF LYNWOOD VISION ZERO ACTION PLAN\nCIP NO (2101|3485.68.139)\nComments:\nThe SS4A (Safe Streets for All) initiative is part of the U.S. Department of Transportation's\neffort to support Vision Zero, which seeks to eliminate all traffic fatalities and serious\ninjuries. Vision Zero emphasizes the importance of safer streets through data-driven\nstrategies, community involvement, and infrastructure enhancements. The ultimate aim is\nto develop transportation systems that prevent deaths and serious injuries on the roads.\nAfter a thorough review of the proposals received, Staff recommends awarding a contract\nto Fehr & Peers for the Development of Lynwood Vision Zero Action Plan. 9.8 AWARD OF CONTRACT TO KIMLEY-HORN AND ASSOCIATES, INC. FOR\nPLANNING AND ENGINEERING SERVICES FOR THE PREPARATION OF THE\nLOCAL ROAD SAFETY PLAN (LRSP) CIP NO (2351|3265.68.147)\nComments:\nThe Local Road Safety Plan (LRSP) addresses the City’s unique transportation and\nroadway safety needs with a structured approach for identifying and tackling safety\nissues. The main goal is to reduce fatalities and serious injuries on public roads through\ntailored safety improvements. After a thorough review of the proposals received, Staff\nrecommends awarding a contract to Kimley-Horn and Associates, Inc. for preparation of\nthe City’s Local Road Safety Plan. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO KIMLEY-HORN AND ASSOCIATES, INC.
