(CC)\nRecommendation:\nStaff recommends that the Lynwood City Council approve the March 4th, 2025 Regular\nMeeting and Closed Session Regular Meeting Action Minutes.

8.3 APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nFOR BIDS FOR LONG BEACH BOULEVARD WATER METER UPGRADE AND\nWATER MAIN ABANDONMENT PROJECT NOS. 4011.68.065 & 4011.68.099.\nCity Council Regular Meeting\n2\nComments:\nThe City’s 2020 Water Master Plan recommended that water meters which are located\nwithin an inaccessible area should be relocated in areas when City staff can gain access\nfor maintenance. In addition, the 2020 Water Master Plan showed that the water\npipelines in the areas are old (over 40 years), undersized and the pipelines need to be\nupgraded. Staff is recommending the City Council to approve the plans and specifications\nand authorize the advertisement for bids. Staff is requesting City Council to approve the plans and\nspecifications and authorize the advertisement of Notice Inviting Bids for the project. 9.1 CITY OF LYNWOOD TROLLEY PROPOSALS CONSIDERATION AND AWARD OF\nCONTRACT\nComments:\nStaff recommends that the City Council consider and adopt the attached resolution\nCity Council Regular Meeting\n3\nentitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD\nAUTHORIZING THE CITY MANAGER TO NEGOTIATE TERMS AND EXECUTE AN\nAGREEMENT AS APPROVED BY THE CITY ATTORNEY'S OFFICE WITH THE\nDESIGNATED TRANSPORTATION PROVIDER" (PW)\nRecommendation:\nStaff recommends that the City Council consider and adopt the attached resolution\nentitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD\nAUTHORIZING THE CITY MANAGER TO NEGOTIATE TERMS AND EXECUTE AN\nAGREEMENT AS APPROVED BY THE CITY ATTORNEY'S OFFICE WITH THE\nDESIGNATED TRANSPORTATION PROVIDER"

9.2 APPROVE DMC ENGINEERING TO PROVIDE SUPPORT SERVICES FOR FY25\nWATER & SEWER CAPITAL IMPROVEMENT PROJECT (CIP) PROGRAM AND\nREHABILIATION OF LYNWOOD’S WELLS 8 & 11.\nComments:\nStaff requested DMc Engineering, as part of its Annual On-Call Utilities Services contract,\nto provide engineering and project management support services during the\nimplementation of the City’s FY25 Water and Sewer Capital Improvement Project\nprogram and provide additional project management services during the rehabilitation of\nthe City’s Groundwater Wells 8 & 11. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nDMC ENGINEERING INC, TO PROVIDE SUPPORT SERVICES FOR THE FY 25\nWATER & SEWER CAPITAL IMPROVEMENT PROJECT (CIP) PROGRAM AND\nREHABILIATION OF LYNWOOD’S WELLS 8 & 11 FOR A NOT-TO-EXCEED AMOUNT\nOF $90,000.00.”

9.3 THE LYNWOOD CITY COUNCIL APPROVING THE UPDATED TRUCK ROUTE\nREPORT AND INTRODUCING FOR FIRST READING AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF LYNWOOD, COUNTY OF LOS ANGELES, STATE OF\nCALIFORNIA, AMENDING SECTION 7-17.1 “ESTABLISHMENT AND DEISGNATION\nOF TRUCK TRAFFIC ROUTES” OF CHAPTER TITLE 7-17 “RESTRICTIONS ON USE\nOF STREETS BY OVERWEIGHT AND OVERSIZE VEHICLES” OF THE LYNWOOD\nMUNICIPAL CODE\nComments:\nThe City of Lynwood currently has designated truck routes outlined in the Municipal Code.\nStaff requested the traffic engineering consultant, Bowman Infrastructure Engineers (IE),\nCity Council Regular Meeting\n4\nto update these routes and prepare a comprehensive report. Based on the findings of the\nupdated report, staff recommends that the City Council review and introduce for first\nreading an ordinance amending Section 7-17.1, "Establishment and Designation of Truck\nTraffic Routes," of Chapter 7-17, "Restrictions on Use of Streets by Overweight and\nOversize Vehicles," of the Lynwood Municipal Code, concerning the updated truck routes.\n(CM)\nRecommendation:\nStaff recommends that the City Council approve the updated truck route report and\nintroduce for first reading, ready by title only, and waive further reading of the attached\nOrdinance entitled: “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nLYNWOOD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AMENDING\nSECTION 7-17.1 “ESTABLISHMENT AND DEISGNATION OF TRUCK TRAFFIC\nROUTES” OF CHAPTER TITLE 7-17 “RESTRICTIONS ON USE OF STREETS BY\nOVERWEIGHT AND OVERSIZE VEHICLES” OF THE LYNWOOD MUNICIPAL CODE”
