In accordance to\nGWMA’s Bylaws all non-Legislative Body appointments to the GWMA Board must be\ndone by Resolution. On November 1, 2022, the City Council appointed Julian Lee,\nDirector of Public Works as the Board Member. With the recent hiring of a new Public\nWorks Director, staff is recommending that a new board member be appointed in place of\nJulian Lee. Accordingly, the City issued a RFP on May\n29, 2025, supplemental administration services. Based on Avant-Garde’s experience and\npast working relationship with the City, it is recommended that the City Council approve a\nProfessional Services Agreement for the period of July 1, 2025 to June 30, 2026. 8.8\nAPPROVAL OF A FIRST AMENDMENT TO THE AGREEMENT WITH\nMUNIENVIRONMENTAL TO PROVIDE SOLID WASTE TECHNICAL SUPPORT\nComments:\nSince the State enacted the California Integrated Waste Management Act of 1989 (AB\n939), there has been additional mandates from the State expanding responsibilities of\nlocal governments to comply with waste reduction and recycling. The passage of SB 1383\nexpanded the City’s compliance responsibilities. MuniEnvironmental has been providing\nservices related to continued compliance to these mandates. 8.9 AWARD OF CONTRACT TO BLUE ANGEL INTERNATIONAL, LLC FOR THE\nPURCHASE OF NEW ADVANCED METERING INFRASTRUCTURE (AMI)\nCOMPATIBLE WATER METER BOXES AND LIDS AS PART OF THE CITY’S AMI\nMETER REPLACEMENT PROGRAM, CIP NO. 4011.68.093.\nComments:\nThe City has been working over the last few years on a program to replace the City’s\n9,183 existing water meters with new smart water meters and smart points as part of the\nAdvanced Metering Infrastructure (AMI) Meter Replacement project. The new smart\nwater meters will be able to send electronically daily water usage data through the FlexNet Network to the Water Billing Department for bi-monthly water bills. The City will\npurchase and receive the new meter lids. There is currently a long lead time of 14 to 16\nweeks to receive shipment of the new meter lids. The project has been\ncompleted and is now ready for acceptance by the City Council.
