8.2 TREASURER'S QUARTERLY INVESTMENT REPORT\nComments:\nThe purpose of this item is to have the Honorable Mayor and Members of the Lynwood\nCity Council review the Treasurer's Quarterly Investment Report as required by State\nStatutes. (CT)\nRecommendation:\nIt is recommended that the City Council receive and file the attached Quarterly Investment\nReport highlighting the investment activity for the 1st quarter ending September 30, 2025.

8.3\nAPPROPRIATION OF PERMANENT LOCAL HOUSING ALLOCATION (PLHA) GRANT\nFUNDS\nComments:\nThe California Department of Housing and Community Development awarded the city\n$631,387 of Permanent Local Housing Allocation (PLHA) grant funds. On October 1,\n2024 the city council approved a short-term Housing Rental Assistance Program to assist\nindividuals and households experiencing financial hardships. In order to continue\nproviding assistance to our residents a total of $185,375.78 in PLHA grant funds is\nneeded to cover expenses for the remainder of the fiscal year. (CD)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled, “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING\nTHE APPROPRIATION OF PERMANENT LOCAL HOUSING ALLOCATION (PLHA)\nGRANT FUNDS FROM THE UNAPPROPRIATED PLHA FUND BALANCE”

9.1 TREASURER’S STATEMENT OF INVESTMENT POLICY\nComments:\nThe investment policies and practices of the City of Lynwood are based on state laws and\nprinciples of prudent money management. This statement is intended to provide\nguidelines for the prudent investment of idle and surplus cash, while meeting the short\nand long-term cash flow demands. It is submitted annually for City review. (CT)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled, " A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, APPROVING\nTHE TREASURER’S ANNUAL STATEMENT OF INVESTMENT POLICY FOR\nCALENDAR YEAR 2026".

9.2 AWARD OF PROFESSIONAL SERVICES AGREEMENT IN THE AMOUNT OF $63,000\nTO COUNSILMAN-HUNSAKER FOR THE DESIGN OF THE NATATORIUM\nMECHANICAL EQUIPMENT IMPROVEMENT PROJECT, FY 2024-2025 (CIP\nPROJECT NO. 4011.68.113)\nComments:\nThe Natatorium is part of the city's recreational amenities, offering a swimming pool for\npublic use, swim lessons, aquatic fitness programs, and other community activities. It is\nan important resource for residents and visitors interested in aquatic sports and fitness.\nThe Natatorium has been temporarily closed down in order to proceed with upgrades to\nthe facility, pool condition, and mechanical equipment. Staff is requesting that a contract\nbe awarded to Counsilman-Hunsaker for the design of the mechanical equipment. The\ndesign of the equipment will provide essential construction plans and specifications and\neventually be used to advertise for bids to install the new equipment. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nPROFESSIONAL SERVICES AGREEMENT TO COUNSILMAN-HUNSAKER FOR THE\nDESIGN OF THE NATATORIUM MECHANICAL EQUIPMENT IMPROVEMENT\nPROJECT, FY 2024-2025 (CIP PROJECT NO. 4011.68.113).”

9.3 APPROVE DMC ENGINEERING INC, TO PROVIDE SUPPORT SERVICES FOR THE\nFISCAL YEAR 2025-26 WATER & SEWER CAPITAL IMPROVEMENT PROJECTS\n(CIP) PROGRAM.\nComments:\nStaff requested DMc Engineering Inc, under its Annual On-Call Utility Services contract,\nto provide engineering and project management support services during the\nimplementation of the City’s Fiscal Year 2025–26 Water and Sewer Capital Improvement\nProjects (CIP) program. The requested services will assist the Public Works Department\nin coordinating and overseeing the design, construction, and administration of multiple\nwater and sewer infrastructure projects throughout the fiscal year. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nDMC ENGINEERING INC, TO PROVIDE SUPPORT SERVICES FOR THE FISCAL\nYEAR 2025-26 WATER & SEWER CAPITAL IMPROVEMENT PROJECTS (CIP)\nPROGRAM FOR A NOT-TO-EXCEED AMOUNT OF $112,000.”

9.4 PROJECT ACCEPTANCE FOR THE NATATORIUM PAINT PROJECT, FY 2024-2025\n(CIP PROJECT NO. 4011.68.113) – NOTICE OF COMPLETION\nComments:\nThe Lynwood Natatorium located at 3770 Martin Luther King Jr. Boulevard, is part of the\ncity's recreational amenities, offering the swimming pool for public use, swim lessons,\naquatic fitness programs, and other community activities. The Natatorium painting project\nis part of a larger renovation effort aimed at enhancing the facility for the benefit of the\ncommunity. The painting project is complete and ready for acceptance. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING\nTHE NATATORIUM PAINT PROJECT, FY 2024-2025 (CIP PROJECT NO. 4011.68.113)\nAS COMPLETE; AUTHORIZING THE FILING OF THE NOTICE OF COMPLETION\nWITH THE LOS ANGELES COUNTY RECORDER’S OFFICE AND THE RELEASE OF\nTHE 5% RETENTION 35 DAYS AFTER THE ACCEPTANCE.”

9.5 APPROVAL OF MEMORANDUM OF UNDERSTANDING WITH TREEPEOPLE TO\nENTER INTO A PARTNERSHIP FOR TREE PLANTING PROGRAM\nComments:\nStaff requests City Council approval of a Memorandum of Understanding (MOU) with\nTreePeople, a non-profit environmental organization, to implement a partnership for a\ntree planting program in the City of Lynwood at no cost to the City. Through a U.S. Forest\nService grant, TreePeople will plant 50-100 parkway trees and distribute 100-160 fruit\ntrees to residents, while providing tree planting education seminars and community\noutreach through June 30, 2029. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING A\nMEMORANDUM OF UNDERSTANDING WITH TREEPEOPLE TO ENTER INTO A\nPARTNERSHIP FOR A TREE PLANTING PROGRAM”.
