(FIN)\nRecommendation:\nStaff respectfully recommends that the City Council of the City of Lynwood approve the\nwarrant register dated December 02,2025 for FY 2025-2026\nComments:\nOn October 1, 2013, the City Council authorized a Memorandum of Understanding\n(MOU) between the Los Angeles Gateway Region Integrated Regional Water\nManagement Joint Powers Authority and the cities of Downey, Lakewood, Long Beach,\nLynwood, Paramount, Pico Rivera, Signal Hill, South Gate and the Los Angeles County\nFlood Control County Flood Control District for the purpose of preparing a Watershed\nManagement Program (WMP) and a Coordinated Integrated Monitoring Program (CIMP).\nIn July 2020, parties to the LLAR MOU drafted and submitted an Amendment to the\nMOU to extend the MOU’s term through September 30, 2025. This resulted in American Tower subleasing, managing,\noperating, and maintaining the Verizon Wireless leased premises. The City of Lynwood\ncurrently has a lease agreement with American Tower for the Verizon Wireless facility on\nCity-owned property. American Tower is requesting that the City approve a second\namendment to the lease agreement relative to the monthly lease payments and the\nannual escalator. 8.6 APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nA NOTICE INVITING BIDS FOR THE LYNWOOD SENIOR CENTER RENOVATIONS –\nSENIOR CENTER HVAC REPLACEMENT (CIP project no. 9056.68.178)\nComments:\nAdd two additional paid holidays to the current year and to establish these holidays as\npermanent annual holidays going forward. Staff further recommends that the City Council\napprove the Side Letter Agreements formalizing this change. (HR)\nComments:\nOn August 27, 2024 the City of Lynwood was officially named a Community Project\nFunding Grantee by Department of Housing and Urban Development (HUD). The City\nwas allocated an award amount of $1,000,000 for the Lynwood Senior Center\nRenovations Project. On July 1, 2025, awarded a contract to Subzero Mechanical for\nSenior Center HVAC Replacement Project through an informal request for proposal\n(IRFP) process. However, due to the federal procurement requirements, a formal bid\nsolicitation is required. As a result, staff recommend rejecting the previously identified\ncontractor and authorizing the project to formally go out to bid. (PW)\nRecommendation:

9.2 CITY COUNCIL REORGANIZATION\nStaff recommends that the City Council adopt the attached resolution entitled: “ A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nPLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT OF A\nNOTICE INVITING BIDS FOR THE LYNWOOD SENIOR CENTER RENOVATIONS –\nSENIOR CENTER\nHVAC REPLACEMENT\nPROJECT\n(CIP PROJECT\nNO. 9056.68.178).”\nComments:\nOn February 18, 2025, the City of Lynwood awarded a construction contract to Amtek\nConstruction for\nthe Lynwood\nUrban Bike\nTrail Lighting\nProject, CIP\nNo. 2350|2351|9056.68.149. The project has been completed and is now ready for\nacceptance by the City Council (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING\nTHE LYNWOOD\nURBAN BIKE\nTRAIL LIGHTING\nPROJECT CIP\nNo. 2350|2351|9056.68.149 AS COMPLETE; AUTHORIZING THE FILING OF THE NOTICE\nOF COMPLETION WITH THE LOS ANGELES COUNTY RECORDER’S OFFICE AND\nTHE RELEASE OF THE 5% RETENTION 35 DAYS AFTER THE ACCEPTANCE.”\nComments:\nStaff is requesting that the City Council approve a second amendment to the professional\nservices agreement with Conservation Corps of Long Beach to perform cleanup services\nthrough June 30, 2026. (CM)\nRecommendation:\nStaff recommends that the City Council of the City of Lynwood approve a resolution\napproving the Second Amendment to the Professional Services Agreement with the\nConservation Corps of Long Beach (CCLB) to -\n1. Extend the term of the agreement through June 30, 2026; and\n2. Appropriate $75,000 to fund cleanup services under the amended agreement.
