11. STAFF ORAL COMMENTS\nComments:\nOn December 22, 2025, the City conducted a public bid opening for the Lynwood\nNatatorium Pool Resurfacing Project. Following evaluation of the bids received, staff\ndetermined that National Pools, Inc. is the lowest responsive and responsible bidder.\nStaff recommends that City Council award a construction contract to National Pools, Inc.\nin the amount of $229,500 for the Lynwood Natatorium Pool Resurfacing Project (CIP\nProject No. 4011.68.113) and authorize execution of the agreement to proceed with this\nessential facility improvement. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO NATIONAL POOLS, INC. 9.1\nTHIRD AMENDMENT TO THE DIAL-A-RIDE/TAXI AGREEMENT\nComments:\nCity of Lynwood warrant register dated January 20, 2026 for FY 2025–2026. (FIN)\nRecommendation:\nStaff respectfully recommends that the City Council of the City of Lynwood approve the\nwarrant register dated January 20, 2026 for FY 2025–2026.\nComments:\nThe City’s taxi-based, Dial-A-Ride (DAR) program provides on-demand, curbside\ntransportation service seven days per week for eligible riders. The current service\nprovider, Fiesta Taxi, operates under an agreement that has been amended twice,\npursuant to Resolution #2024.055 (First Amendment) and Resolution # 2024.159\n(Second Amendment).\nStaff is in the process of preparing a Request for Proposals (RFP) to solicit competitive\nbids for long-term DAR services. 9.2 AWARD OF CONTRACT TO PACIFIC WEST INDUSTRIES, INC. FOR THE LYNWOOD\nSENIOR CENTER HVAC REPLACEMENT PROJECT (CIP PROJECT NO.\n9056.68.178)\nwhile staff completes a comprehensive RFP process, staff is requesting approval of a\nthird and final extension of the current agreement with Fiesta Taxi. The extension will\nprovide staff with the requisite time to finalize and execute the RFP process without\ndisruption to critical transportation services. (REC)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: A\nRESOLUTION OF THE LYNWOOD CITY COUNCIL APPROVING A THIRD\nAMENDMENT TO THE EXISTING DIAL-A-RIDE (DAR) CONTRACT WITH FIESTA\nTAXI, EXTENDING THE CONTRACT TERM THROUGH JUNE 30, 2026 AND\nRETROACTIVE TO DECEMBER 19, 2025, FOR A CONTRACT AMOUNT NOT TO\nEXCEED $90,000.\nComments:\nOn August 27, 2024 the City of Lynwood was officially designated a Community Project\nFunding (CPF) grantee by U.S. Department of Housing and Urban Development (HUD).\nThe City was allocated an award amount of $1,000,000 for the Lynwood Senior Center\nRenovations Project.\nOn January 6, 2026, the City conducted a public bid opening for the Lynwood Senior\nCenter HVAC Replacement Project. Following review and evaluation of the submitted\nbids, staff determined that Pacific West Industries, Inc. is the lowest responsive and\nresponsible bidder.\nStaff recommends that the City Council award a construction contract to Pacific West\nIndustries, Inc. in the amount of $180,000 for the Lynwood Senior Center HVAC\nReplacement Project (CIP Project No. 9056.68.178) and authorize execution of the\nagreement to proceed with the critical facility improvement. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO PACIFIC WEST INDUSTIRES INC FOR THE LYNWOOD SENIOR\nCENTER RENOVATIONS – SENIOR CENTER HVAC REPLACEMENT PROJECT (CIP\nPROJECT NO. 9056.68.178); AUTHORIZING THE MAYOR TO EXECUTE THE\nAGREEMENT AND AUTHORIZING THE CITY MANAGER TO APPROVE AGREEMENT\nAMENDMENTS RELATED TO THE PROJECT.”
