Authorize the City Clerk to record the approved resolution and Notice of\nVacation No. 23­001 with the Riverside County Clerk Recorder’s Office.

Adopt a resolution establishing the requirement of a purchasing manual\nconsistent with applicable federal, state, and local procurement requirements.

Authorize the City Manager or designee to execute all necessary agreements\nand other grant related documents thereof to receive the 2024 Justice\nAssistance Grant.

Award bid and authorize the City Manager to execute a Contract Services\nAgreement with Ames Construction, Inc. for construction services for the\nBradley Road Bridge Over Salt Creek Project, Capital Improvement Program\n(CIP) Project No. 13­04, in a total not­to­exceed amount of $16,152,581.15; and\n2. Authorize the City Manager to execute Amendment No. 1, in substantially the\nform provided in the attached Draft Amendment, to the Utility Agreement with\nEastern Municipal Water District (EMWD) updating the total reimbursement\nMenifee Mayor and costs in a total not­ to­ exceed amount of $2,921,200;\nand\nProject Funds (Fund 4320) in revenues and expenditures.\nRECOMMENDED ACTION\n1. Approve and authorize the City Manager to execute a Memorandum of\nUnderstanding with the Menifee Valley Community Cupboard for a six­month\nterm to continue activities funded under the CalRecycle Edible Food Recovery\nGrant Program.
