Award bid and authorize the City Manager to execute a Contract Services Agreement\nwith Copp Contracting, Inc. for construction services for Fiscal Year 2024/2025 Local\nRoads AC Resurfacing Project, Capital Improvement Program (CIP) Project No. 25-\n07, generally located on the east and west sides of Evans road, north of Newport\nRoad, and south of Lazy Creek Road, in a total not-to-exceed amount of\n$1,282,701.75.

10.5\nBid Award and Agreement with Fireworks & Stage FX America, LLC for Professional\nPyrotechnic Services for the City's Annual Independence Celebration\nRECOMMENDED ACTION\n1. Award bid and authorize the City Manager to execute a Professional Services\nAgreement with Fireworks & Stage FX America, LLC to provide professional\npyrotechnic services for the City’s annual Independence Celebration Event in a total\nnot-to-exceed amount of $30,000 through June 30, 2026; and\n2. Authorize the City Manager to approve and execute up to four one-year extensions\nfor a total aggregate amount not-to-exceed $145,049.74; and\n3. Authorize the Finance Department to issue individual Purchase Orders (POs) on an\nas-needed basis, in an aggregate amount not to exceed the agreement amount.

10.6\nAgreement Amendment with TKE Engineering, Inc. for Design and Environmental Services\nfor the Garbani Road Drainage Improvements Project\nRECOMMENDED ACTION\n1. Approve and authorize the City Manager to execute Amendment No. 2 to the\nProfessional Services Agreement with TKE Engineering, Inc., for the Garbani Road\nDrainage Improvements Project, Capital Improvement Program Project No. 25-09,\nincreasing the compensation by $31,829.00 for a total not-to-exceed amount of\n$341,546.40 and extending the agreement term through June 30, 2027.

10.7\nQuitclaim Deed to Western Pacific Housing-Menifee, LLC Drainage Easements Associated\nwith Tract Map 28921-1\nRECOMMENDED ACTION\n1. Approve and authorize the City Manager to execute a quitclaim deed for drainage\neasements to Western Pacific Housing - Menifee, LLC, a Delaware limited liability\ncompany for Tract Map 28921-1 Lots 11 and 12 located south of Butterwood Drive\nand west of Country Fair Drive.

10.8\nQuitclaim Deeds to Riverside County Flood Control and Water Conservation District for\nStorm Drainage Easements Associated with Tract Maps 25253-1, 25285-1 and 26798-5\nRECOMMENDED ACTION\n1. Approve and authorize the City Manager to execute one quitclaim deed for storm\ndrain easements to Riverside County Flood Control and Water Conservation District\nfor Tract Map (TM) 25253-1 and Portion of Lot 19 located on Lindenberger Road\nnorth of Dominigoni Parkway; and\n2. Approve and authorize the City Manager to execute two quitclaim deeds for storm\ndrain easements to Riverside County Flood Control and Water Conservation District\nfor TM25285-1 Lot 82 and Portion of Lot 52 located on Lindenberger Road north of\nDominigoni Parkway; and\n3. 11.1\nFirst Reading and Introduction of an Ordinance Amending Ordinance No. 2025-406 to\nModify Certain Definitions and to Establish Construction Cost Index Adjustments to the\nWestern Riverside County Transportation Uniform Mitigation Fee (TUMF) Program and\nResolution Amending the Applicable TUMF\nRECOMMENDED ACTION\n1. Introduce an ordinance amending Ordinance No. 2025-406 to modify certain\ndefinitions and to establish Construction Cost Index adjustments to the Western\nRiverside County Transportation Uniform Mitigation Fee (TUMF); and\n2. Adopt a resolution implementing the initial Construction Cost Index adjustment for\nTUMF applicable to all developments in the City of Menifee.

12.1\nFirst Reading and Introduction of an Ordinance Amending the Menifee Municipal Code to\nUpdate Improvement Security Requirements Consistent with California Law and City\nProcedures\nRECOMMENDED ACTION\n1. Introduce an ordinance amending Menifee Municipal Code Sections 7.40.030,\n7.80.050, 7.80.060, 7.90.090, and 7.90.120 to update improvement security\nrequirements consistent with California Law and City procedures.
