Award bid and authorize the City Manager to execute a Professional Services\nAgreement with Fireworks & Stage FX America, LLC to provide professional\npyrotechnic services for the City’s annual Independence Celebration Event in a total\nnot-to-exceed amount of $30,000 through June 30, 2026; and\n2. Authorize the City Manager to approve and execute up to four one-year extensions\nfor a total aggregate amount not-to-exceed $145,049.74; and\n3. Authorize the Finance Department to issue individual Purchase Orders (POs) on an\nas-needed basis, in an aggregate amount not to exceed the agreement amount.

Introduce an ordinance amending Ordinance No. 2025-406 to modify certain\ndefinitions and to establish Construction Cost Index adjustments to the Western\nRiverside County Transportation Uniform Mitigation Fee (TUMF); and\n2. Adopt a resolution implementing the initial Construction Cost Index adjustment for\nTUMF applicable to all developments in the City of Menifee.
