15.\nSolid Waste and Recycling Consulting Services – State Diversion Compliance\nConsultant\nRecommended Action: (1) Authorize the City Manager to execute a three-year contract and\nup to two additional one-year extensions with EcoNomics, Inc. for “State Diversion\nCompliance Consultant Services,” and (2) authorize the issuance of a purchase order to\nEcoNomics, Inc. in an amount not to exceed $88,355 for calendar year 2026 services.

16.\nSurplus Land Declaration for City-Owned Property Located at 25282 Marguerite\nParkway, in the Mission Viejo Village Center, Pursuant to the Surplus Land Act\n(Government Code § 54220 et seq.).\nRecommended Action: (1) Adopt Resolution 25-XX Declaring the City-Owned Property\nLocated at 25282 Marguerite Parkway as Surplus Land and Finding That Such Declaration is\nExempt from the California Environmental Quality Act (CEQA), and (2) authorize the City\nManager to circulate a Notice of Availability (NOA) and submit appropriate documentation\nto the California Department of Housing and Community Development in connection with\nthe Resolution and the NOA process.

17.\nData Center Virtualization Software Renewal\nRecommended Action: Approve the issuance of a purchase order to Allied Network\nSolutions, Inc. for the 2026 one-year renewal of software licensing and support for VMware\nData Center Virtualization in the amount of $74,240.00 (January 29, 2026 – January 28,\n2027).
