Waiving bidding requirements pursuant to Monterey Park Municipal Code §\n3.20.050(4) and authorizing the Finance Department to purchase from Verkada\nusing the California Multiple Award Schedules (CMAS) procurement program;\n2. Authorizing the City Manager to execute an agreement with West Coast Cable\nTechnologies Group, in a form approved by the City Attorney, to purchase and install\neleven Verkada cameras at the City Library for $102,886.53; and\n3. Taking such additional, related action that may be desirable.

10.H. Third Amendment to Agreement with HDL Coren & Cone for Property Tax\nConsultation Services\nIt is recommended that the City Council consider:\n1. Authorizing the City Manager to execute a third amendment to HDL Coren & Cone\nAgreement No. 1975-A, pursuant to Monterey Park Municipal Code § 3.20.090, in a\nform approved by the City Attorney to continue providing property tax consultation\nservices from July 1, 2026, through June 30, 2031, for an additional amount of\n$130,000, increasing the total contract amount to a not-to-exceed amount of\n$356,250 for the full Agreement term; and\n2. Taking such additional, related, action that may be desirable.

11.A. Public Hearing to Consider Approving Assessments for the Citywide Maintenance\nDistrict No. 93-1 for Fiscal Year 2026-27 Pursuant to Streets and Highways Code §§\n22500, et seq.\nIt is recommended that the City Council consider:\n1. Opening the public hearing and receiving documentary and testimonial evidence;\n2. Closing the public hearing and adopting a Resolution authorizing the Levy and\nCollection of Assessments for Fiscal Year 2026-27 for Citywide Maintenance District\nNo. 93-1 pursuant to Streets and Highways Code § 22587; and\n3. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the extension under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the\nregulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). The proposed action is exempt from additional environmental review pursuant\nto CEQA Guidelines § 15273(a) because it involves the establishment and collection of rates\nand charges to meet operating expenses and maintain existing services within existing\nservice areas.

11.B. FY 2026-27 Capital Improvement Plan Resolution\nIt is recommended that the City Council consider:\n1. Opening a public hearing to receive documentary and testimonial evidence;\n2. After closing the public hearing and considering the evidence, adopting a Resolution\nfinding the FY 2026-27 Capital Improvement Plan (“CIP”) conforms with the General\nPlan, authorizing the City Engineer to approve plans and specifications for capital\nimprovement projects, and authorizing the Public Works Director to solicit bids for\ncapital improvement projects identified in the CIP; and\n3. Taking such additional, related, action that may be desirable.

Adopting a resolution calling for a general municipal election on November 3, 2026\npursuant to Elections Code § 1301;\n2. Adopting a resolution requesting the County of Los Angeles to consolidate the City of\nMonterey Park’s general municipal election to be held on November 3, 2026, with the\nstatewide general election on the date pursuant to Elections Code §1301;\n3. Adopting a resolution establishing requirements for candidate statements filed with\nthe City Clerk to be included with voter information for an election on November 3,\n2026; and\n4. Taking such additional, related, action that may be desirable.
