Approve the Public Facilities Fee Credit Agreement (“Agreement”) with\nD.R. Horton Los Angeles Holding Company, Inc. a California\nCorporation, for parkland improvements at Tract 38236 located north\nof Brodiaea Ave. and west of Oliver St.\n2. Authorize the City Manager and the City Manager in the Capacity as\nExecutive Director of the CSD to execute the Public Facilities Fee\nCredit Agreement with D.R. Horton Los Angeles Holding Company,\nInc., for parkland improvements at Tract 38236 on behalf of the City\nand CSD subject to the approval by the City Attorney.

AUTHORIZATION TO AWARD AGREEMENTS TO CAV CONSULTING, HR\nGREEN PACIFIC, AND CWE TO PROVIDE PROFESSIONAL CONSULTING\nSENIOR ENGINEER AND ADMINISTRATIVE SERVICES TO CAPITAL\nPROJECTS DIVISION OF THE PUBLIC WORKS DEPARTMENT (Report of:\nPublic Works)\nRecommendations:\n1. Award Agreements for Professional Consultant Services with CAV\nConsulting, HR Green Pacific, and CWE to provide as-needed\nConsultant Senior Engineer and Administrative Services related to\nmanagement and implementation of Capital Improvement Plan (CIP)\nprojects for the Capital Projects Division; and\n2. Authorize the City Manager to execute Agreements for Professional\nConsultant Services with CAV Consulting, HR Green Pacific, and\nCWE in the combined amount of approximately $300,000 per year for\nthe total aggregate not-to-exceed amount of $900,000 over the entire\nthree-year term of the agreements, subject to the approval of the City\nAttorney; and\n3. Authorize the issuance of Purchase Orders to CAV Consulting, HR\nGreen Pacific, and CWE once the Agreements have been signed by\nall parties using budget approved for each project and State Gas Tax\nas supplement funding; and\n4. Authorize the City Manager to execute any subsequent Amendments\nto the Agreements with CAV Consulting, HR Green Pacific, and CWE\nwithin Council approved annual budgeted amounts for CIP projects,\nincluding the authority to authorize the associated purchase orders in\naccordance with the terms of the Agreement, subject to the approval\nof the City Attorney.

Adopt Resolution 2023- XX describing the Community Outreach Pilot\nProgram, and\n3. Authorize the Vice President to execute any Agreements with the\nCommunity Based Organizations (CBO’s) as a part of the Pilot\nProgram and any subsequent Amendments to the Agreement within\nBoard approved annual budgeted amounts, including the authority to\nauthorize the associated purchase orders in accordance with the\nterms of the Agreement, subject to the approval of the City Attorney,\nand\n4. Authorize the Treasurer to process a budget amendment and\nappropriation as shown in the Fiscal Impact section of the report.
