I.5 ACCEPT ARPA FUNDING FROM THE COUNTY OF RIVERSIDE-GATEWAY PARK\nREVITALIZATION PROJECT (REPORT OF: PARKS AND COMMUNITY\nSERVICES)\nAccept ARPA funding from the County of Riverside for the Gateway Park\nRevitalization Project\nRecommendation(s)\nThat the City Council and CSD:\n1. Authorize the City Manager/Executive Director or Authorized Representative,\nParks & Community Services Director or designee, to accept $1,000,000 in ARPA\nfunding from the County of Riverside for the Gateway Park Revitalization Project; and\n2. Authorize the City Manager/Executive Director to enter into an agreement with the\nCounty of Riverside and process the necessary budget adjustments/appropriations in\nFY 24/25 as outlined in the fiscal impact section of this report.

I.6 ADOPTION OF RESOLUTION OBJECTING TO THE SALE OF TAX-DEFAULTED\nPARCELS AND OFFER TO PURCHASE (REPORT OF: PUBLIC WORKS)\nAdoption of Resolution 2024-XX objecting to the sale of the tax-defaulted parcels\nAPN 292-032-011 and APN 312-260-017, offering to purchase such properties by\nsubmitting an application to the County of Riverside, and finding the acquisition\nexempt from CEQA\nRecommendation(s)\n3\nThat the City Council:\n1. Adopt Resolution 2024-XX objecting to the sale of the tax-defaulted parcels (APN\n292-032-011 and APN 312-260-017) at a public auction, offering to purchase such\nproperties by submitting a formal offer letter to the County of Riverside Treasury-Tax\nCollector, and finding the acquisition exempt from CEQA; and\n2. Authorize the City Manager or his designee to submit a formal offer to the County\nof Riverside Treasury-Tax Collector to pursue the purchase of the parcels (APN 292-\n032-011 and APN 312-260-017) through the Chapter 8 Purchase Agreement process\nin the amount of $200,919.70; and\n3. Authorize the Public Works Director/City Engineer to take such actions and do\nsuch things as may be necessary to effectuate and complete the purchase and\naccept the parcels (APN 292-032-011 and APN 312-260-017), upon approval of the\nCity Attorney; and\n4. Authorize a budget adjustment as set forth in the Fiscal Impact section of this\nreport to provide sufficient funds for the purchase of the parcels (APN 292-032-011\nand APN 312-260-017); and\n5. Authorize the Chief Financial Officer to execute any additional required budget\namendments or allocation documents as needed to effectuate and complete the\npurchase of the parcels (APN 292-032-011 and APN 312-260-017).

Adopt the attached Resolution placing the Local Moreno Valley Essential Services\n4\nReauthorization Measure, a one cent (1¢) general transactions and use tax (sales\ntax) to be administered by the California Department of Tax and Fee Administration\n(CDTFA) on behalf of the City of Moreno Valley, on the November 5, 2024,\nConsolidated General Election ballot.
