8.3 List of projects that will receive funding from the Road Maintenance and Rehabilitation\nAccount through the Local Streets and Roads Funding Program as required by Senate Bill 1.\nRecommendation:\nAdopt a Resolution Entitled, “Resolution of the City Council of the City of National City,\nCalifornia, 1) approving the following projects proposed to receive funding from the Road\nMaintenance and Rehabilitation Account (RMRA) through the Local Streets and Roads\nFunding Program as required by Senate Bill 1, the Road Repair and Accountability Act of\n2017: A) FY 2024 Pavement Rehabilitation, B) Central Community Mobility Enhancements,\nand C) FY 2024 Pavement Slurry Seal; and 2) authorizing the establishment of a Gas Tax\nFund appropriation of $1,519,578 for Fiscal Year 2024 and corresponding revenue budget\nfor receipt of RMRA funds.”

8.4 Agreement between the City of National City and HDL Coren & Cone, Inc. to provide\nproperty tax consulting and property tax audit services.\nRecommendation:\nAdopt the Resolution entitled, “Resolution of the City Council of the City of National City,\nCalifornia, authorizing the Mayor to execute the agreement by and between the City of\nNational City and HdL Coren & Cone, Inc.”

8.5 Authorizing a First Amendment to the Agreement with The Steinhilber Corporation DBA JJJ\nEnterprises to provide citywide fire and security alarm monitoring, service, testing,\nreplacement, and repairs.\nRecommendation:\nAdopt a Resolution Entitled, "Resolution of the City Council of the City of National City,\nCalifornia, authorizing the Mayor to execute a First Amendment to the Agreement with The\nSteinhilber Corporation DBA JJJ Enterprises, increasing the not-to-exceed amount by\n$25,000, for a total agreement amount of $85,000.”

8.6 The State of California Supplemental Law Enforcement Services Funds (SLESF)/Citizen’s\nOption for Public Safety (C.O.P.S.) grants awarded to the National City Police Department\nPage 2 of 4\n(NCPD) for Fiscal Years 2020 through 2023.\nRecommendation:\nAdopt the Resolution Entitled, ”Resolution of the City Council of the City of National City,\nCalifornia, authorizing the establishment of an appropriation and corresponding revenue\nbudget in the Supplemental Law Enforcement Services Fund of $493,282.68 for Fiscal Years\n2020 through 2023 based on funds received through the Citizens’ Option for Public Safety\n(C.O.P.S) Grant Program.”

8.8 Temporary Use Permit – 4th Annual End of Summer Car Show hosted by the San Diego\nLowrider Association at Kimball Park on Saturday, September 9, 2023 from 11 a.m. to 5 p.m.\nwith no waiver of fees.\nRecommendation:\nApprove the Application for a Temporary Use Permit subject to compliance with all\nconditions of approval with no waiver of fees and in accordance with City Council Policy 802.
