3.B. Approval of City Council Regular Meeting Minutes.\nRECOMMENDATION:\nApprove the City Council Regular Meeting Minutes of January 17, 2024.

3.C. Consideration of the City's Legislative Platform for 2024\nRECOMMENDATION:\nAdopt Resolution No 2024-04, to approve the Legislative Platform 2024 for\nthe City of Norco, and authorize actions in support of the platform.

3.D. Acceptance of Bids and Award Contract for the Citywide Flooring Project\nRECOMMENDATION:\nAccept bids and award the contract to Lawrence W. Rosine Co. for the\nCitywide Flooring Project in the amount of $133,866; authorize the City\nManager to approve contract change orders up to 10% of the original\ncontract.

3.E. New Observance Request: Leaps Day\nRECOMMENDATION:\nApprove the subcommittee's recommendation regarding Leaps Day.

3.F. Acceptance of Bids and Award Contract for the Citywide Facility Painting\nProject\nRECOMMENDATION:\nAccept bids and award the contract to Jimenez Painting Company for the\nCitywide Facility Painting Project in the amount of $127,733; authorize the\nCity Manager to approve contract change orders up to 10% of the original\ncontract.

3.G. Donation of $62,000 to the Norco Animal Shelter from the Family Trust of\nRoberta Ann Hamersma\nRECOMMENDATION:\nAccept donation of $62,000 to the Norco Animal Shelter by the Family\nTrust of Roberta Ann Hamersma.

5.A. Zone Code Amendment 2023-06 (City of Norco): Second reading and\napproval of Ordinance 1108 approving City initiated amendment to Title 18,\nChapter 18.02 - "Definitions", to clarify the definitions of Hotels and Motels\nto include the maximum stay of 30 consecutive days.\nRECOMMENDATION:\nAdopt Ordinance No. 1108, approving Zone Code Amendment 2023-06.

5.B. Zone Code Amendment 2023-07 (City of Norco): Second reading and\napproval of Ordinance 1109 approving City initiated amendment to Title 18,\nChapter 18.13 – Agricultural Low Density (A-1 Zone) to update to the\nprovisions for large animal-keeping and roosters, clarify the public\nnuisance and violations for excessive roosters and excessive animal units,\nand clarify general provisions/development standards including the\namendment of the Ostrich Offspring animal units\nRECOMMENDATION:\nAdopt Ordinance No. 1109, approving Zone Code Amendment 2023-07.

5.C. Newcastle Skye Parkridge, LLC Industrial Project Development\nAgreement/Site Plan 2020-11, Modification No.1 (Newcastle Skye\nParkridge, LLC): Second reading and approval of Ordinance No. 1110\napproving a development agreement for the industrial project approved\nunder Site Plan 2020-11, consisting of six buildings that total 80,066\nsquare feet at 1004 Parkridge Ave located within the Industrial District of\nthe Gateway Specific Plan with the amendment of the Project Benefit fees\nto be paid in full prior to the issuance of any permits.\nRECOMMENDATION:\nApprove Ordinance No.1110 approving the Newcastle Skye Parkridge,\nLLC Industrial Project Development Agreement with the amendment of the\nProject Benefit fees to be paid in full prior to the issuance of any permits.
