Award of contract for 2023-24 Trail Fencing Installation Project\nRECOMMENDATION:\nAccept the base bid from Valley Cities Gonzales Fencing in the amount of\n$361,950 for the 2023-24 Trail Fencing Installation Project and authorize\nthe City Manager to issue a change order for the bid additive in the amount\nof $101,460 for trail fence removals, issue a purchase order in the amount\nof $463,410 and include authority for a contingency up to 10% of the total\npurchase order.

Acceptance of proposals by Michael Baker International and Award of\nContract for Professional Design Services for Sewer Lift Station\nReplacement Projects Nos. 7 & 9\nRECOMMENDATION:\nAccept the two proposals by Michael Baker International for professional\ndesign services to replace River Road East (No. 9) and Old Hamner Road\n(No. 7) Sewer Lift Stations, award a design contract for River Road East\n(No. 9) and Old Hamner Road (No. 7) Sewer Lift Stations in the amount of\n$286,880; and authorize the City Manager to approve purchase orders in\nthe amount of $143,956 and $142,924 respectively, and contract change\norders up to 10 percent of the total contract amount for each project.

Consideration of a resolution of the City Council of the City of Norco\ndeclaring Assessor Parcel Numbers (“APN’s”) 125-160-006, 125-180-012,\nand 127-220-041 exempt surplus land under the Surplus Land Act, and a\nresolution of the Housing Successor Agency to the former Community\nRedevelopment Agency of the City of Norco declaring Assessor Parcel\nNumber (“APN”) 130-162-039 exempt surplus land under the Surplus Land\nAct\nRECOMMENDATION:\nAdopt City Council Resolution No. 2024-09 and Successor Agency\nResolution No. 2024-01.

5.A. Resolution 2024-08 of the City Council of the City of Norco awarding a\nFranchise Agreement to USA Waste of California, Inc. (Waste\nManagement) and authorizing maximum rates to be imposed and collected\nby USA Waste of California, Inc. for refuse and recyclable material\ncollection and disposal services to be effective July 1, 2024, and\ndetermining that the City’s Franchise Fee and Vehicle Impact Fee are\njustified by the City’s costs of providing solid waste services, reasonable\ncharges for the use of City property for solid waste services, and the costs\nof addressing the impacts of solid waste refuse vehicles.\nRECOMMENDATION:\n1. Find the proposed action is categorically exempt under the\nCalifornia Environmental Quality Act;\n2. Award Agreement for the Provision of Integrated Waste\nManagement Services to USA Waste of California, Inc. for\nresidential and commercial garbage, recyclable materials, and\norganic waste collection services (including manure) for a 10-year\nbase term beginning July 1, 2024, and ending June 30, 2034;\n3. Direct City Manager to set a public hearing upon the Service Rates,\nFranchise Fee, and Vehicle Impact Fee proposed in franchise\nagreement and to prepare and mail the prescribed notices as\nrequired under Section 6 of Article XIII.D of the California\nConstitution; and\n4. Adopt Resolution 2024-08 awarding a franchise agreement to USA\nWaste of California, Inc. and authorizing maximum rates collected\nby USA Waste of California, Inc. for Integrated Waste Management\nServices to be effective July 1, 2024, and determining that the City’s\nFranchise Fee and Vehicle Impact Fee are justified by the City’s\ncosts of providing solid waste services, reasonable charges for the\nuse of City property for solid waste services, and the costs of\naddressing the impacts of solid waste refuse vehicles.

Zone Code Amendment 2024-01 (City of Norco): A City initiated\namendment to Title 18, Section 18.30.46 – Accessory Dwelling Units and\nJunior Accessory Dwelling Units, updating provisions related to Accessory\nDwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs) to\ncomply with state ADU Law.\nRECOMMENDATION:\nAdopt Ordinance No. 1111, approving Zone Code Amendment 2024-01.
