Approve Resolution Fixing the Employee's Contribution Under the Public\nEmployee's Medical and Hospital Act, and Updating Council Health and\nWelfare Benefits\nRECOMMENDATION:\nAdopt Resolution No. 2024-19 to implement changes in the amount of\nhealth insurance contribution to be paid by the City for members of the\nNorco General Employee Association (NGEA), Non-Represented Mid-\nManagement/Confidential, Management Employees, and City Council\neffective July 1, 2024; and approve the update to health and welfare\nbenefits for City Council members.

3.F. Approval of Fiscal Year 2024-2025 Senate Bill 1 Project List\nRECOMMENDATION:\nAdopt Resolution No. 2024-21, approving FY 2024-25 Project List to be\nfunded by Road Maintenance and Rehabilitation Account revenues created\nby Senate Bill 1.

3.G. Additional Construction Funding for Second Street Pavement Project -\nMountain Ave to Pacific Ave\nRECOMMENDATION:\nApprove the addition of the $27,000 to the previously approved budget of\n$200,000 related to construction for the Second Street Pavement Project -\nMountain Ave to Pacific Ave.

Accept bids and award contract for the 2023-24 Slurry Seal Project.\nRECOMMENDATION:\nAccept the bids and award a contract for the 2023-24 Slurry Seal Project to\nAll American Asphalt in the amount of $219,999; and authorize the City\nManager to approve contract change orders up to 10 percent of the total\nbid amount.
