3.F. One-Year Extension Agreement for Emergency Services Coordinator\nServices with County of Riverside\nRECOMMENDATION:\nApprove a one-year extension Agreement for Emergency Services\nCoordinator Services with the County of Riverside.

3.G. Resolutions Calling the 2024 General Municipal Election\nRECOMMENDATION:\nAdopt Resolution No. 2024-41, requesting the Board of Supervisors of the\nCounty of Riverside consent to conducting the November 5, 2024 General\nMunicipal Election in the City of Norco by the County of Riverside Registrar\nof Voters; Resolution No. 2024-42, calling and giving notice of the\nGeneral Municipal Election to be held on November 5, 2024; and\nResolution No. 2024-43, adopting regulations for the candidates for\nelective office.

3.H. Recap of Actions Taken by the Planning Commission at its Meeting Held\non June 12, 2024\nRECOMMENDATION:\nReceive and file the recap of actions taken by the Planning Commission at\nits meeting held on June 12, 2024.

5.A. Second Reading of Zone Code Amendment 2024-03 (City of Norco): A City\ninitiated amendment to Title 18, Section 18.30.46 – Accessory Dwelling\nUnits and Junior Accessory Dwelling Units, updating/clarifying the\nprovisions for parking, unit size, exterior non-habitable ADU areas, and\ncross references to state ADU law in response to recently passed state\nlegislation\nRECOMMENDATION:\nAdopt Second Reading of Ordinance 1117, approving Zone Code\nAmendment 2024-03.

5.B. Second Reading of Ordinance No. 1118, Amending Norco Municipal Code\nChapter 6.42 "Municipal Refuse, Manure, and Recycling Collection" and\nChapter 6.45 “City of Norco Manure Management and Disposal”, Code\nAmendment 2024-06 with the amendment to clarify requirements in\nSections 6.42.180 and 6.42.200\nRECOMMENDATION:\nAdopt the second reading of Ordinance No. 1118, Amending Norco\nMunicipal Code Chapter 6.42 "Municipal Refuse, Manure, and Recycling\nCollection" and Chapter 6.45 "City of Norco Manure Management and\nDisposal" with the amendment to clarify requirements in Sections 6.42.180\nand 6.42.200.

6.A. 2024 Annual Commission Appointments\nRECOMMENDATION:\n1) Consider the applications received and make appointments to the Parks\nand Recreation Commission, and Historic Preservation and Agricultural\nHeritage Commission; and 2) Make decision on Planning Commission\nAppointment process.

6.B. Discussion regarding the methodology used for establishment of speed\nlimits in Norco\nRECOMMENDATION:\nCity Council provide direction regarding potential modification of the\nprocess to establish speed limits.

6.C. Approval and Adoption of the City of Norco Operating and Capital\nImprovement Project Budgets for Fiscal Year 2024-25\nRECOMMENDATION:\n1. Adopt Resolution No. 2024-46 approving and adopting the City\nOperating Budget for Fiscal Year 2024-25 and authorizing\nappropriations therefrom.\n2. Adopt Resolution No. 2024-47 approving and adopting the City of\nNorco Capital Improvement Program Budget for Fiscal Years 2024-\n25.\n3. Adopt Resolution No. 2024-48 approving and adopting the Norco\nGeneral Employees Association (NGEA) and Part-Time Salary\nSchedules for FY 2024-25.

Public Hearing: Code Amendment 2024--07 (City of Norco): A City initiated\namendment to Norco Municipal Code Title 15, Chapter 15.60 - "Flood Plain\nManagement" updating this chapter for compliance with FEMA\nrequirements\nRECOMMENDATION:\nContinue the Public Hearing to the Regular Scheduled City Council\nMeeting on July 17, 2024.

7.B. Public Hearing: Introduction and First Read of Ordinance 1119 Amending\nChapter 13.08 of the Norco Municipal Code to further require\nundergrounding of utility installations\nRECOMMENDATION:\nApprove Alternative No. 1: Introduce and approve a first read of an\nOrdinance Amending Chapter 13.08 of the Norco Municipal Code to further\nrequire undergrounding of utility installations.
