Amendment to Increase Contract amount for NCS Engineers for Additional\nEnvironmental Work Related to Design Services for Per-and polyfluoroalkyl\nsubstances (PFAS) Treatment System for Groundwater Wells\nRECOMMENDATION:\nApprove an amendment to the contract for NCS Engineers for additional\nNEPA environmental work related to design services for per-and\npolyfluoroalkyl substances (PFAS) Treatment System for groundwater\nwells for an additional $57,578.

3.D. Acceptance of Storm Drain Easement Dedication for the Norco MDP Line\nS-5E Storm Drain Project (APN 123-130-009)\nRECOMMENDATION:\nAccept the offer of dedication of the public storm drain easement on 2520\nHillside Avenue (APN 123-130-009), authorize the Mayor to sign the\nCertificate of Acceptance and direct the City Clerk to file the Certificate of\nAcceptance with the County of Riverside Recorder’s Office.

3.E. Acceptance of Proposals and Award of Contract for the Professional\nArchitectural/Engineering Design Services for The Hall Roof Replacement\nProject; and Approve Appropriation of Funds\nRECOMMENDATION:\nAccept the proposals and award the contract to Beam Professionals for the\nProfessional Architectural and Engineering Design Services for The Hall\nRoof Replacement Project, with a not-to-exceed contract amount of\n$36,817. Additionally, allocate a budget appropriation of $36,817 from the\nGeneral Fund to cover the cost of the professional services contract.

3.F. Approval of New Joint Use Agreement and Joint Occupancy Agreement\nbetween Corona-Norco Unified School District and the City of Norco\nRECOMMENDATION:\nApprove the new Joint Use Agreement and Joint Occupancy Agreement\nbetween the Corona-Norco Unified School District (CNUSD) and the City of\nNorco for the shared use and management of the City Council/School\nBoard Chambers and associated facilities.

5.A. Second reading of Ordinance No. 1124: An Ordinance of the City Council\nof the City of Norco, California, Amending Title 9 of the Norco Municipal\nCode (NMC), Chapter 9.20 “Fireworks”, Section 9.20.040 “Administrative\ncitation – Issuance” to increase the fine amounts for illegal use of fireworks.\nCode Amendment 2024-10\nRECOMMENDATION:\nOrdinance No. 1124: Second Reading, Approval of Amendment of Title 9\nof the Norco Municipal Code (NMC), Chapter 9.20 "Fireworks", Section\n9.20.040 "Administrative citation - Issuance" to increase the fine amounts\nfor illegal use of fireworks.

6.A. Approval of a 3-year contract for professional public works inspection\nservices\nRECOMMENDATION:\nApprove and award a 3-year contract to Z&K Consultants, Inc. to provide\nprofessional inspection services for the Public Works Department for fiscal\nyear 2024-25 through 2026-27 in an amount not to exceed $550,000\nannually.

6.B. Discuss Norco Municipal Code Chapter 18.37 "Signs" Section 18.37.08\nregarding Political Signs\nRECOMMENDATION:\nDiscuss Norco Municipal Code Chapter 18.37 "Signs" Section 18.37.08\nregarding Political Signs and provide staff with direction.
