3.C. Recap of Actions Taken by the Planning Commission at its Meeting Held\non November 13, 2024\nRECOMMENDATION:\nReceive and file the recap of actions taken by the Planning Commission at\nits meeting held on November 13, 2024.

3.D. Authorize the City of Norco to approve one additional crossing guard for\nHighland Elementary school at Alhambra St. and River Ridge Dr.\nRECOMMENDATION:\nApprove one additional crossing guard for Highland Elementary School at\nthe location of Alhambra Street and River Ridge Drive.

3.E. Increase the purchase order for engineering support service as part of the\nconstruction of the Shawnee Lift Station Replacement Project\nRECOMMENDATION:\nAuthorize the additional Sewer funding in the amount of $17,000 for the\nShawnee Sewer Lift Station Replacement Project and to increase the\nexisting purchase order for Krieger and Stewart Engineering Consultants\nfrom $66,930 to $83,715 for engineering support services as part of the\nconstruction of the Shawnee Lift Station Replacement Project.

3.F. Approval of Parcel Map 37939 (Norco Valley Square Development)\nRECOMMENDATION:\nApprove Parcel Map 37939 and authorize the City Clerk to sign the map\nand authorize the Final Map be transmitted to the County Recorder upon\npayment of the required Quimby Fees.

3.G. Acceptance of the Western Avenue Waterline Replacement Project as\nComplete\nRECOMMENDATION:\nAccept the Western Avenue Waterline Replacement Project as complete\nand authorize the City Clerk to file the Notice of Completion with the\nCounty of Riverside.

3.H. Proposed Projects for Allocation of Community Development Block Grant\n(CDBG) Funds for Program Year 2025-26, Administered by the U.S.\nDepartment of Housing and Urban Development (HUD), and the Riverside\nCounty Department of Housing and Workforce Solutions\nRECOMMENDATION:\nApprove the proposed projects and authorize staff to submit funding\napplications through the Community Development Block Grant (CDBG)\nProgram for the Fiscal Year 2025-26, as follows:\n1. Senior Center Community Services Staffing Project\n2. Community Center Playground & Pour-In-Place Project

3.I. Name Change Recommendation for Interior Roadway at the Ingalls Event\nCenter\nRECOMMENDATION:\nApprove the Veterans Commission's recommendation to officially rename\nthe interior roadway at the Ingalls Event Center to "Memorial Way."

3.J. Purchase of 2025 Ranger Crew XP 1000 UTV NorthStar Edition from\nPolaris\nRECOMMENDATION:\nAccept the quote from Polaris Sales Inc, Medina, MN, for one (1) 2025\nRanger Crew XP 1000 UTV NorthStar Edition and authorize the City\nManager to approve a purchase order in the amount of $58,647.

3.K. Norco General Plan Update, Additional Services Proposal by Sargent\nTown Planning (STP) for: Updates to the City's Objective Development\nStandards (ODS) for Mixed-Use and Multifamily Development Projects.\nRECOMMENDATION:\nApprove the contract with STP (our existing General Plan Update\nConsultant) for additional services to update the City's Objective\nDevelopment Standards (ODS) for Mixed-Use and Multifamily\nDevelopment Projects, in the amount not to exceed $50,000.

3.L. Recognizing the 100th Anniversary of the Opening of the Norco School\nRECOMMENDATION:\nAppropriate additional funding in the amount of $1,000 to host a one-time\nevent to recognize the 100th Anniversary of the opening of the Norco\nSchool.

3.M. Acceptance of Bids, Approve Project Plans, and Award Contract for the\nParmenter Park Parking Lot Improvement Project\nRECOMMENDATION:\nAccept bids, approve project plans, and award contract to RG General\nEngineering Inc. in the amount of $424,386; and authorize the Interim City\nManager to approve contract change orders up to 10% of the original\ncontract.

5.A.
