3.J.\nReimbursement Agreement between the City of Norco and the Riverside\nCounty Flood Control & Water Conservation District for the West Norco\nChannel Extension Project\nRECOMMENDATION:\nApprove the Reimbursement Agreement with Riverside County Flood\nControl & Water Conservation District (RCFC & WCD) for design\nreimbursement for the West Norco Channel Extension Project, subject to\napproval by the RCFC & WCD; and authorize the Mayor to execute the\nagreement.

3.M.\nApproval of Resolution Adopting an Amendment to the Agreement for\nProperty Tax Consulting/Audit Services Between the City of Norco and\nHdL Coren & Cone\nRECOMMENDATION:\nAdopt Resolution No. 2025-37, authorizing an Amendment to the\nAgreement for Property Tax Consulting/Audit Services between the City of\nNorco and HdL Coren & Cone.

3.N.\nRequest to Extend the Annual On-Call Street Signal and Light\nMaintenance Services Contract Agreement for One Month\nRECOMMENDATION:\nApprove an extension for the Annual On-Call Street Signal and Light\nMaintenance Services Contract with Yunex Traffic for one (1) month.

3.O.\nRequest to Extend the Annual On-Call Street Maintenance Contract\nAgreement for One Month\nRECOMMENDATION:\nApprove an extension of the Annual On-Call Street Maintenance Services\nContract with Hardy & Harper, Inc. for one (1) month.

3.P.\nApproving Multiple Vendors to Provide Waterworks Parts Supplies for\nFiscal Year 2025-26\nRECOMMENDATION:\nAuthorize the City Manager to issue open purchase orders for the\nwaterworks parts supplies in a not-to-exceed cumulative amount of\n$300,000 for Fiscal Year 2025-26.

3.Q.\nRenewal of Memorandum of Understanding (MOU) Between the City of\nCorona and the City of Norco for Collaborative Homeless Programs and\nServices.\nRECOMMENDATION:\n1. Authorize the City Manager, or designee, to approve and execute an\nAmendment to renew the Memorandum of Understanding (MOU) between\nthe City of Corona and the City of Norco for collaborative homeless\nservices for a maximum amount of $568,360 for the term of July 1, 2025\nthrough June 30, 2026.\n2.Authorize the City Manager, or designee, to approve non-substantive\namendments, including agreement term extensions, line-item adjustments\nand hourly compensation rates within the approved program budget of the\nMOU Between the City of Corona and the City of Norco.

3.R.\nAdditional appropriation for Multiple Vendors to Provide Waterworks Parts\nSupplies for Fiscal Year 2024-25.\nRECOMMENDATION:\nAppropriate an additional budget appropriation in the amount of $50,000\nand authorize an increase to the existing combined purchase order\nauthority for Ferguson Waterworks, Core & Main, and Yofire to a not-toexceed amount of $300,000 to provide waterworks parts supplies for FY\n2024-25.

3.S.\nApproval and Adoption of Salary and Benefits Related to Management and\nMiddle Management/Confidential Personnel for Fiscal Year 2025-26 and\n2026-27\nRECOMMENDATION:\nAdopt Resolution No. 2025-38, to approve and update the Salary and\nBenefits for Management Personnel for Fiscal Years 2025-26 and 2026-27;\nand Resolution No. Resolution No. 2025-39, to approve and update the\nSalary and Benefits for Mid-Management/Confidential Personnel for Fiscal\nYears 2025-26 and 2026-27.

3.T.\nApprove Resolution Fixing the Employee's Contribution Under the Public\nEmployee's Medical and Hospital Act\nRECOMMENDATION:\nAdopt Resolution No. 2025-40 to implement changes in the amount of\nhealth insurance contribution to be paid by the City for members of the\nNon-Represented\nMid-Management/Confidential,\nManagement\nEmployees, and City Council effective August 1, 2025.

5.A.\n2025 Annual Commission Appointments\nRECOMMENDATION:\n1) Consider the applications received and make appointments to the Parks\nand Recreation Commission, Historic Preservation and Agricultural\nHeritage Commission and Veterans Commission; 2) Hold random draw\nselection to fill three vacancies on the Measure R Citizens Oversight\nCommittee; and 3) Make decision on Planning Commission Appointment\nprocess to either hold interviews at a later date or move forward with the\nappointment of one vacancy.

6.A.\nContinued Public Hearing: Ordinance No. 1131, Code Amendment 202502: An Ordinance of the City of Norco amending Norco Municipal Code\nTitle 15 (Building and Construction), Chapter 15.09 (Fire Code) Section\n15.09.280 and Title 9 (Peace, Safety and Morals) Chapter 9.65 (Fire and\nLife Safety) Section 9.65.11 to designate and reflect the Fire Hazard\nSeverity Zones map dated March 24, 2025, by the California Department of\nForestry and Fire Protection.\nRECOMMENDATION:\nIntroduce, by title only, and waive full reading of consideration of Ordinance\nNo. 1131, the first reading of an ordinance adopting the City of Norco Local\nResponsibility Area Fire Hazard Severity Zones Map to designate\nmoderate, high, and very high fire hazard severity zones and amending\nSection 15.09.280 and Title 9 (Peace, Safety and Morals) Chapter 9.65\n(Fire and Life Safety) Section 9.65.11 designate and reflect the 2025\nRecommended Fire Hazard Severity Zone (FHSZ) maps for Riverside\nCounty.
