3.C.\nAcceptance of the Parmenter Park Parking Lot Improvement Project as\nComplete (Project No. 54111.2)\nRECOMMENDATION:\nAccept the Parmenter Park Parking Lot Improvement Project as complete\nand authorize the City Clerk to file a Notice of Completion with the County\nof Riverside.

3.D.\nAuthorizing Designated City of Norco Officers to Invest Monies in the Local\nAgency Investment Fund\nRECOMMENDATION:\nAdopt Resolution No. 2025-44 to repeal Resolution No. 2022-66, and to\nauthorize designated City of Norco officers to invest monies in the Local\nAgency Investment Fund.

3.E.\nKathy Azevedo Spirit of Norco Recognition Program 2025 Recipient List\nRECOMMENDATION:\nApprove the Kathy Azevedo Spirit of Norco Recognition Program 2025\nRecipient List.

3.F.\nDeclaring exempt surplus land under the Surplus Land Act as amended by\nAB 1486.\nRECOMMENDATION:\nAdopt Resolution No. 2025-45 declaring Lonesome Dove Ct. in the City of\nNorco, Assessor Parcel Number (“APN”) 122-080-049, exempt surplus\nland under the Surplus Land Act as amended by AB 1486.

3.G.\nApproval of Memorandum of Understanding for Norco General Employees\nAssociation (NGEA) and Salary Schedules for FY 2025-26\nRECOMMENDATION:\nAdopt Resolution No. 2025-46 to approve Memorandum of Understanding\nbetween the City of Norco and Norco General Employees Association for\nJuly 1, 2025, through June 30, 2026, and adopt Resolution No. 2025-47\nto approve the salary schedule for FY 2025-26.

3.H.\nApproval of the FY 2025-26 Local Responsibility Area Wildland Protection\nReimbursement Agreement\nRECOMMENDATION:\nAdopt Resolution No. 2025-48 approving an agreement with the California\nDepartment of Forestry and Fire Protection for services from July 1, 2025\nthrough June 30, 2026 for Fire Protection Services within the Local\nResponsibility Areas within the City. In addition, authorize the City Manager\nto execute the Local Responsibility Area Wildland Protection\nReimbursement Agreement with California Department of Forestry and Fire\nProtection.

3.I.\nResolution Approving Amendment No. 6 to the Chino Basin Desalter\nAuthority Joint Exercise of Powers Agreement\nRECOMMENDATION:\nAdopt Resolution 2025-49 approving Amendment No. 6 to the Chino\nBasin Desalter Authority (CDA) Joint Exercise of Powers Agreement,\nsubject to non-substantive changes and approval by all CDA Member\nAgencies.

5.A.\nSecond Reading of Ordinance No. 1131, Code Amendment 2025-02: An\nOrdinance of the City of Norco amending Norco Municipal Code Title 15\n(Building and Construction), Chapter 15.09 (Fire Code) Section 15.09.280\nand Title 9 (Peace, Safety and Morals) Chapter 9.65 (Fire and Life Safety)\nSection 9.65.11 to designate and reflect the Fire Hazard Severity Zones\nmap dated March 24, 2025, by the California Department of Forestry and\nFire Protection.\nRECOMMENDATION:\nApprove the second reading and adoption of an ordinance adopting the\nCity of Norco Local Responsibility Area Fire Hazard Severity Zones Map to\ndesignate moderate, high, and very high fire hazard severity zones and\namending Section 15.09.280 and Title 9 (Peace, Safety and Morals)\nChapter 9.65 (Fire and Life Safety) Section 9.65.11 designate and reflect\nthe 2025 Recommended Fire Hazard Severity Zone (FHSZ) maps for\nRiverside County.
