5.A.\nSecond Reading, Ordinance No.1137 adopting Zone Code Amendment\n2025-01 (City of Norco): A City-Initiated proposal to amend Norco\nMunicipal Code Title 18 – “Zoning”, Chapter 18.68 – “Accessory Building\nUse Permits”, to: amend the provisions/regulations for Large Vehicle\nParking Buildings by reducing the provisions for size and specifying size\ndimensions; to amend the findings for the approval of accessory buildings;\nand to specify the number of accessory buildings allowed under Chapter\n18.68\nRECOMMENDATION:\nAdopt Second Reading for Ordinance No. 1137 approving Zone Code\nAmendment 2025-01.

6.A.\nAdoption of Resolution 2025-74 Granting the City Manager Authority to\nAuthorize Discounted Fees When the Norco Animal Shelter Reaches\nCapacity During FY 2025–26\nRECOMMENDATION:\nAdopt Resolution 2025-74 granting the City Manager authority to authorize\ndiscounted fees when the Norco Animal Shelter reaches capacity during\nFY 2025–26.

7.A.\nOrdinance 1129-2: Consideration of a second extension of Interim Urgency\nOrdinance No. 1129, establishing a temporary moratorium on new\ndevelopment hotels and amending Norco Municipal Code Section 18.02.04\ndefinition of hotel to prohibit kitchens in guestrooms.\nRECOMMENDATION:\nAdopt Ordinance 1129-2 should the City Council determine a second\nextension is necessary.
