3.C.\nAppointments to Regional Boards, Standing Committees and Other City\nCouncil-Appointed Committees for Calendar Year 2026\nRECOMMENDATION:\nApprove the City Council appointments to the various standing committees\nand other governmental agencies for the 2026 calendar year.

3.D.\nAcceptance of Bids and Award of Contract for the Parkridge Avenue and\nNorth Drive Storm Drain Project\nRECOMMENDATION:\nAccept bids, approve project plans and award a contract to Aneen\nConstruction, Inc. for the Parkridge Avenue and North Drive Storm Drain\nProject in the amount of $189,005; and authorize the City Manager to\napprove contract change orders up to 10 percent of the total bid amount.

3.E.\nAcceptance of the Norco Master Drainage Plan (MDP) Lateral S-5E Storm\nDrain Project as Complete\nRECOMMENDATION:\nAccept the Norco Master Drainage Plan (MDP) Lateral S-5E Storm Drain\nProject as complete and authorize the City Clerk to file the Notice of\nCompletion with the County of Riverside.

3.F.\nAmendment of FY 2026-30 Capital Improvement Program (CIP) to include\nadditional funding for the Snipes Park Booster Station Upgrades and Lake\nNorconian Flow Control Station Replacement Project, acceptance of bids\nand award of Contract for the Snipes Park Booster Station Upgrades and\nLake Norconian Flow Control Station Replacement Project\nRECOMMENDATION:\n1. Adopt Resolution 2026-03 to appropriate additional funding for\nFiscal Year (FY) 2026-30 CIP Recycle Water funding in the amount\nof $428,500 for the Snipes Park Booster Station Upgrades and Lake\nNorconian Flow Control Station Replacement Project from the\nRecycle Water Fund 159;\n2. Accept bids and award a contract to RE Chaffee Construction Inc.,\nfor the Snipes Park Booster Station Upgrades and Lake Norconian\nFlow Control Station Replacement Project in the amount of\n$1,192,333.\n3. Authorize the City Manager to approve contract change orders up to\n10 percent of the total bid amount; and

6.A.\nUpdate Part-Time Employee Salary Schedule to Correspond with the State\nof California Minimum Wage Requirements\nRECOMMENDATION:\nAdopt Resolution No. 2026-01, to approve an update to Part-Time\nEmployee Salary Schedule to Correspond with State of California Minimum\nWage Requirements

6.B.\nConsideration of an update to the City's resolution establishing restricted\nparking areas, adding a "No Parking" Restriction on Industrial Avenue\nRECOMMENDATION:\nAdopt Resolution 2026-02 to add a "No Parking" designation for\ndesignated portions of Industrial Avenue.
