AWARD OF PROFESSIONAL SERVICES AGREEMENT FOR CONSTRUCTION MANAGEMENT AND\nINSPECTION SERVICES AND AMENDMENT FOR PHASE II ENVIRONMENTAL SITE ASSESSMENT -\nPROJECT NO. 7607 - STORMWATER CAPTURE AND INFILTRATION PROJECT AND PROJECT NO.\n7359 - HERMOSILLO PARK REHABILITATION – ENGINEER’S REPORT NO. 24-08\nStaff recommends City Council:\na. award a contract to Transtech Engineers in the amount of $1,669,352 for a term of three years and\noptional two one-year extensions; and authorize the City Manager to execute the contract and any\namendment if it is within the City Manager’s signing authority, on behalf of the City, in a form\napproved by the City Attorney; and\nb. approve Amendment No. 2 to the agreement with Rincon Consultants in the amount of $14,705 for\nEnvironmental Site Assessment services; and authorize the City Manager to execute the\namendment in a form approved by the City Attorney.

ELDERLY NUTRITION PROGRAM AGREEMENT NO. 242507\nStaff recommends City Council approve Agreement No. 242507 with the Los Angeles County Aging and\nDisabilities Department to fund the Elderly Nutrition Program in the amount of $1,078,300 from July 1, 2024\nthrough June 30, 2025; and authorize the City Manager to execute the agreement, and any amendment,\nprovided funds are available in the budget and it is within the City Manager’s signing authority, on behalf of\nthe city, in a form approved by the City Attorney.

13. AMENDMENT NO. 2 - SUPPORTIVE SERVICES PROGRAM AGREEMENT FISCAL YEAR 2024/25\nStaff recommends City Council approve Amendment No. 2 with the Los Angeles County Aging and\nDisabilities Department to fund the Supportive Service Program in the amount of $70,260 from July 1, 2024\nto June 30, 2025; and authorize the City Manager to execute the amendment on behalf of the City, in a form\napproved by the City Attorney.

TRAFFIC ENGINEERING SERVICES\nStaff recommends City Council award a contract to Willdan in the amount of $130,000 annually for up to\nthree years and two optional one-year extensions; and authorize the City Manager or his designee to\nexecute the contract and any amendment, if within the City Manager’s signing authority, on behalf of the\nCity, in a form approved by the City Attorney.\nAPPOINTMENTS

RESOLUTION NO. 24-24, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK\nESTABLISHING AND ADOPTING THE ANNUAL BUDGET FOR FISCAL YEAR 2024/25; and\nb. 3. RESOLUTION NO. 24-26 - ADOPTION OF ANNUAL APPROPRIATIONS LIMIT FOR FISCAL YEAR\n2024/25\nStaff recommends City Council adopt Resolution 24-26, A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF NORWALK APPROVING AND ADOPTING THE ANNUAL APPROPRIATIONS LIMIT FOR\nFISCAL YEAR 2024/25.

RESOLUTION NO. 24-27 - STATEMENT OF INVESTMENT POLICY\nStaff recommends City Council adopt Resolution No. 24-27, A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF NORWALK, ADOPTING THE 2024/25 STATEMENT OF INVESTMENT POLICY AND\nAUTHORIZING THE CITY TREASURER TO INVEST AND REINVEST IDLE MONIES OF THE CITY OF\nNORWALK IN ACCORDANCE WITH THE 2024/25 STATEMENT OF INVESTMENT POLICY.

AGREEMENT AMENDMENT NO. 2 FOR ON-CALL COMMUNITY DEVELOPMENT CONSULTANT\nSERVICES AND ADDITIONAL SERVICES\nStaff recommends City Council approve Amendment No. 2 to the agreement with The Code Group, Inc. for\non-call professional Community Development Consultant and Additional Services, in an amount not to\nexceed $375,000 through October 25, 2024; and authorize the City Manager to execute the amendment,\nprovided there is funding in the budget, on behalf of the City, in a form approved by the City Attorney.

6. MEMORANDUM OF UNDERSTANDING – LOW INCOME FARE IS EASY (LIFE) PROGRAM\nStaff recommends City Council approve the Memorandum of Understanding with the Los Angeles County\nMetropolitan Transportation Authority for continued participation in the Low Income Fare is Easy Program\nand reimbursement for program ridership effective July 1, 2024 through June 30, 2029; and authorize the\nCity Manager to execute the Memorandum of Understanding on behalf of City, in a form approved by the\nCity Attorney.

AMENDMENT NO. 1 - PROFESSIONAL SERVICES AGREEMENT - CITYWIDE INSPECTION SERVICES\nAND RESOLUTION NO. 24-34, BUDGET AMENDMENT – ENGINEER’S REPORT NO. 24-04\nStaff recommends City Council:\na. adopt Resolution No. 24-34, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nNORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2023/24 ADOPTED\nBUDGET TO APPROPRIATE GENERAL FUNDS FOR CITYWIDE INSPECTION SERVICES FOR\nFISCAL YEAR 2023/24, in the amount of $45,000; and\nb. approve Amendment No. 1 to the agreement with Onward Engineering, in the amount of $45,000\nfor citywide inspection services; and authorize the City Manager to execute the amendment, on\nbehalf of the City, in a form approved by the City Attorney.

8. AWARD OF PROFESSIONAL SERVICES AGREEMENT – CITYWIDE INSPECTION SERVICES –\nENGINEER’S REPORT NO. 24-05\nStaff recommends City Council award a Professional Services Agreement to Onward Engineering in the\namount of $170,000 for citywide inspection services; and authorize the City Manager to execute the\nProfessional Services Agreement and any amendments, provided there is funding in the budget, on behalf\nof the City, in a form approved by the City Attorney.

9. AWARD OF PROFESSIONAL SERVICES AGREEMENT - MS4 PERMIT COMPLIANCE SERVICES –\nENGINEER’S REPORT NO. 24-06\nStaff recommends City Council award a contract to John L. Hunter & Associates, Inc., in the amount of\n$90,000 annually for three years, with two optional one-year extensions beginning July 1, 2024; and\nauthorize the City Manager or his designee to execute the contract and any amendment if it is within the\nCity Manager’s signing authority, on behalf of the City, in a form approved by the City Attorney.
