PROJECT NO. 7184 - AWARD OF CONTRACT FOR PROFESSIONAL SERVICES - STREET DESIGN\nFOR REHABILITATION OF CARMENITA ROAD FROM ROSECRANS AVENUE TO EXCELSIOR DRIVE\n– ENGINEERS REPORT NO. 25-16 AND TERMINATE PROJECT NO. 7904\nStaff recommends City Council:\na. award an agreement to Onward Engineering, Inc. to provide design services in the amount of\n$202,878 for Project No. 7184; and authorize the City Manager to execute the agreement and any\namendments provided there is funding in the budget, and it is within the City Manager’s signing\nauthority, on behalf of the City, in a form approved by the City Attorney.\nb. terminate Project No. 7904 – Foster Road Rehabilitation from Studebaker Road to Pioneer\nBoulevard, and reallocate the remaining balance of $13,385 to the cumulative Proposition C funding.

PROJECT NO. 7232 – AMENDMENT NO. 2 TO AGREEMENT FOR CONSTRUCTION MANAGEMENT\nAND INSPECTION SERVICES FOR TRAFFIC SIGNAL IMPROVEMENTS ON ALONDRA BOULEVARD\nFROM HOME DEPOT TO SHOEMAKER AVENUE – ENGINEERS REPORT 25-15\nStaff recommends City Council:\na. approve an Amendment No. 2 to the agreement with Transtech Engineers, Inc. to continue the scope\nof work of CM&I Services for Project No. 7232 in an amount not to exceed $7,092, which will increase\nthe agreement amount from $213,234, not to exceed $220,326;\nb. and authorize the City Manager to execute the amendment provided there is funding in the budget,\non behalf of the City, in a form approved by the City Attorney.

14. PROJECT NO. 7234 – ACCEPT WORK FOR TRAFFIC SIGNAL IMPROVEMENTS ON STUDEBAKER\nROAD FROM KENNEY STREET TO ROSECRANS AVENUE [FEDERAL PROJECT NO. HSIPL5347(044)], ENGINEER’S REPORT NO. 25-12\nStaff recommends City Council accept the work of California Professional Engineering, Inc. in the amount of $1,912,832 for Traffic Signal Improvements on Studebaker Road from Kenney Street to Rosecrans Avenue; Project No. 7234; Federal Project No. HSIPL-5347(044).

3.\nPAYROLL FOR THE PERIODS JUNE 22, 2025 - JULY 5, 2025 & JULY 6, 2025 - JULY 19, 2025\nStaff recommends City Council approve:\na. gross payroll in the amount of $1,399,782.51; the payroll check numbers 38434 – 38455 and the\nvoucher numbers 347333 – 347923 in the total net amount of $1,061,509.47 for the payroll period\nJune 22, 2025 – July 5, 2025 and;\nb. gross payroll in the amount of $1,335,837.42; the payroll check numbers 38456 – 38466 and the\nvoucher numbers 347924 – 348510 in the total net amount of $1,013,661.26 for the payroll period\nJuly 6, 2025 – July 19, 2025.

4.\nCOMMERCIAL DEMANDS\nStaff recommends City Council approve the warrant register period July 8, 2025 – July 28, 2025, in the total\namount of $12,333,176.46. 640

5.\nPLANNING COMMISSION SYNOPSIS - JULY 23, 2025\nNo action is required unless the City Council elects to review the decision of the Planning Commission on\nthe item where the Commission’s action was final.

6.\nAWARD OF CONTRACT FOR PROFESSIONAL SERVICES - ON-CALL CITYWIDE SURVEYING\nSERVICES – ENGINEERS REPORT NO. 25-17\nStaff recommends City Council approve an agreement with Thienes Engineering, Inc., in the amount of\n$100,000 annually for a term of three years, with two optional one-year extensions; and authorize the City\nManager to execute the agreement, and any amendments provided there is funding in the budget, on behalf\nof the City, in a form approved by the City Attorney.

7.\nRESOLUTION NOS. 25-33 AND 25-34 – ADOPTING CASH HANDLING AND CAPITALIZATION\nPOLICIES FOR FISCAL YEAR 2025/26\nStaff recommends City Council adopt:\na.
