AGREEMENT - CRISIS COMMUNICATIONS\nStaff recommends City Council approve an agreement with The Merino Group for crisis communications\nservices in an amount not to exceed $100,000 for the term of one year with the option to extend one year;\nand authorize the City Manager to execute the agreement and any amendments provided there is funding\nin the budget and it is within the City Manager’s signing authority, on behalf of the City, in a form approved\nby the City Attorney.\nORAL COMMUNICATIONS

3.\nPAYROLL FOR THE PERIOD AUGUST 17, 2025 - AUGUST 30, 2025\nStaff recommends City Council approve gross payroll in the amount of $1,260,484.70; the payroll check\nnumbers 38544 – 38556 and the voucher numbers 349636 – 350154 in the total net amount of\n$941,942.79 for the payroll period August 17, 2025 – August 30, 2025.

4.\nCOMMERCIAL DEMANDS\nStaff recommends City Council approve the warrant register period August 26, 2025 to September 8,\n2025, in the total amount of $6,883,578.93. 640

5.\nORDINANCE NO. 25-1759 - AMENDING NORWALK MUNICIPAL CODE CHAPTERS 8.48 AND 8.5\nRELATING TO SOLID WASTE HANDLING AND RECYCLING AND ORGANIC WASTE DISPOSAL\nREDUCTION\nStaff recommends City Council accept for second reading and adopt Ordinance No. 25-1759, AN\nORDINANCE OF THE CITY OF NORWALK AMENDING NORWALK MUNICIPAL CODE CHAPTERS\n8.48 AND 8.5 RELATING TO SOLID WASTE HANDLING AND RECYCLING AND ORGANIC WASTE\nDISPOSAL REDUCTION.

6.\nAGREEMENT - SECURITY SERVICES AND PAYMENT OF OUTSTANDING BALANCE\nStaff recommends City Council:\na. approve an agreement with Hamilton Security Services, in the amount of $124,000, from July 1,\n2025 through December 31, 2025, and authorize the City Manager to execute the agreement and\nany amendments provided there is funding in the budget and it is within the City Manager’s signing\nauthority, on behalf of the City, in a form approved by the City Attorney, and\nb. approve the full payment of $127,365 for past security services rendered between September\n2023 through June 2025.

7.\nRIGHT-OF-WAY USE AGREEMENT TO CONSTRUCT A GATEWAY CITIES REGIONAL FIBER OPTIC\nNETWORK\nStaff recommends City Council approve a Right-of-Way Use Agreement between the City and the\nGateway Cities Council of Governments for the installation, maintenance, and operation of the Gateway\nCities Regional Fiber Optic Network on the City’s rights-of-way; and authorize the City Manager or\ndesignee to execute the Agreement, including approving finalized plans and any other actions in\nconnection with the Agreement.

8.\nRESOLUTION NO. 25-42 – BUDGET AMENDMENT TO THE FISCAL YEAR 2025/26 BUDGET AND\nAGREEMENT AMENDMENT NO. 1 FOR PROJECT NO. 7451 – WELL NO. 10 GRANULAR ACTIVATED\nCARBON TREATMENT AND SYSTEM UPGRADES\nStaff recommends City Council:\na. adopt Resolution No. 25-42, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nNORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2025/2026 ADOPTED\nBUDGET TO APPROPRIATE AVAILABLE WATER ENTERPRISE FUNDING FOR PROJECT NO.\n7451 – WELL NO. 10 GRANULAR ACTIVATED CARBON TREATMENT AND SYSTEM\nUPGRADES, in the amount of $124,940; and\nb. approve Amendment No. 1 to the agreement with Civiltec Engineering, Inc. for Well No. 10, in an\namount not-to-exceed $124,940, for a total agreement amount of $420,287; and authorize the City\nManager to execute the amendment on behalf of the City, in a form approved by the City Attorney.

9.\nAGREEMENT FOR ENGINEERING DIVISION STAFF AUGMENTATION FOR GRANT MANAGEMENT\nSERVICES – AMENDMENT NO. 1, ENGINEERS REPORT NO. 25-22\nStaff recommends City Council approve Amendment No. 1 to the agreement with Southstar Engineering\nand Consulting Inc. to continue providing grant management staff augmentation services, increasing the\nagreement not exceed $66,000 through June 30, 2025; and authorize the City Manager to execute\nAmendment No. 1, on behalf of the City, in a form approved by the City Attorney.
