3.\nCOMMERCIAL DEMANDS\nStaff recommends City Council approve the warrant register period September 9, 2025 – September 29,\n2025, in the total amount of $10,374,971.22. 640

4.\nPLANNING COMMISSION SYNOPSIS - SEPTEMBER 24, 2025\nNo action is required unless the City Council elects to review the decision of the Planning Commission on\nthe item where the Commission’s action was final.

5.\nAMENDMENT NO. 2 TO AGREEMENT FOR ON-CALL COMMUNITY DEVELOPMENT CONSULTANT\nAND ADDITIONAL SERVICES\nStaff recommends City Council approve Amendment No. 2 to the Agreement with Scott Fazekas &\nAssociates, Inc. to provide On-Call Community Development and Additional Services, in an amount notto-exceed $250,000 annually; and authorize the City Manager to execute the amendment on behalf of the\nCity, in a form approved by the City Attorney.

6.\nCONFIRM EMERGENCY WORK FOR CITY HALL SEWER LIFT STATION\nStaff recommends City Council confirm emergency service repair work at 12700 Norwalk Boulevard,\ncompleted by JIMNI Systems, Inc. in the amount of $47,413.59.\nAPPOINTMENTS

7.\nADVISORY BODY APPOINTMENTS\nStaff recommends City Council make appointments to fill the vacancies on the various Advisory Bodies for\ntwo-year terms expiring on December 31, 2026.\nRESOLUTIONS

8.\nRESOLUTION NO. 25-45 - BUDGET AMENDMENT FOR MICROTRANSIT/ON-DEMAND PILOT\nTRANSIT SERVICES\nStaff recommends City Council:\na. approve the Microtransit/On-Demand Pilot Program for one year, in the amount of $2,440,370; and\nauthorize the City Manager to execute the contract and any amendments or extensions provided\nthere is funding in the budget, on behalf of the City, in a form approved by the City Attorney; and\nb. adopt Resolution No. 25-45, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nNORWALK AUTHORIZING AMENDMENTS TO THE FISCAL YEAR 2025/26 TRANSPORTATION\nBUDGET TO SUPPORT SERVICES FOR THE MICROTRANSIT/ON-DEMAND PILOT\nPROGRAM, in the amount of $1,220,185 for the first six months.

9.\nPROJECT NO. 7859 – RESOLUTION NO. 25-46 – AMENDING THE FISCAL YEAR 2025/26 ADOPTED\nBUDGET TO APPROPRIATE PROJECT FUNDS AND AWARD OF CONTRACT FOR CONSTRUCTION\nMANAGEMENT SERVICES FOR THE NORWALK TRANSIT VILLAGE\nStaff recommends City Council:\na. adopt Resolution No. 25-46, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nNORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2025/26 ADOPTED\nBUDGET TO ADD $355,861 LOW AND MODERATE INCOME HOUSING ASSET FUNDS AND\n$533,791 FORMER REDEVELOPMENT AGENCY NON-HOUSING BOND PROCEEDS FOR\nCONSTRUCTION MANAGEMENT SERVICES AND MAINTENANCE AND SECURITY\nSERVICES FOR THE FORMER CALIFORNIA YOUTH AUTHORITY PROPERTY LOCATED AT\n13200 BLOOMFIELD AVENUE, NORWALK, CA 90650, CITY PROJECT NO. 7859, NORWALK\nTRANSIT VILLAGE; and\nb. award a contract to Cumming Management Group in the amount of $398,690 for Construction\nManagement Services; and authorize the City Manager to execute the agreement and any\namendments including a contingency of 15% provided there is funding in the budget on behalf of\nthe City, in a form approved by the City Attorney.
