Staff recommend City Council accept the work of Towo Enterprise, Inc. in the amount of $848,215 for Project No. 7941 Community Development Block Grant Concrete Americans with Disabilities Act Improvements 2026, and release the retention payment in the amount of $42,410.75 to Towo Enterprise, Inc., 35 days after the recordation of the Notice of Completion.

Staff recommend City Council approve the five-year software maintenance agreement renewal with Bluelris IQ, a division of Konica Minolta, for the City's OnBase document management system in a total amount not to exceed $219,185, for the period ending July 31, 2031; and authorize the City Manager to execute the renewal, and any amendments provided there is funding in the budget and it is within his signing authority, on behalf of the City, in a form approved by the City Attorney.

b. adopt RESOLUTION NO. 26-46, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK REPEALING RESOLUTION NO. 26-34 APPROVING AND ADOPTING A REVISED ANNUAL APPROPRIATIONS LIMIT FOR FISCAL YEAR 2026/27.
