The City Council has reconsidered the circumstances of the state of\nemergency. Even though the State and local declared states of\nemergency have ended, community spread of COVID-19 continues\nto exist, and measures to reduce the spread, including physical\ndistancing measures, continue to be necessary for the public\nhealth, safety, and welfare; and\n2. State and local officials continue to recommend social distancing\nmeasures, which can impact the ability of the City and the public to\nmeet safely in person; and\n3.
