5.\nCONSIDERATION OF A LETTER TO THE TORRANCE CITY COUNCIL\nREQUESTING AUTHORIZATION FOR LOS ANGELES COUNTY FIRE\nDEPARTMENT EMERGENCY HELICOPTER REFUELING OPERATIONS AT\nTORRANCE AIRPORT\nRecommendation: Staff recommends that the City Council authorize the\nMayor to sign the attached letter requesting that the City of Torrance\nauthorize Los Angeles County Fire Department helicopter refueling\noperations at Torrance Airport (Zamperini Field) for emergency\nfirefighting and disaster response activities serving the Palos Verdes\nPeninsula and surrounding South Bay communities.

7.\nAMENDMENT\nAND\nADDITION\nOF\nMUNICIPAL\nCODE\nSECTIONS\n(CHAPTERS 8.56, 8.60, 8.64, AND 12.24) RELATED TO FIREWORKS,\nSMOKING, DISORDERLY CONDUCT AND UNLAWFUL CAMPING TO\nIMPROVE FIRE SAFETY\n1)\nRecommendation: Staff recommends that the City Council Conduct the\npublic hearing, and 2) After the City Attorney reads the title of the\nordinance, introduce on first reading Ordinance No. 771, an ordinance of\nthe City Council of the City of Palos Verdes Estates, California,\namending chapter 8.56 (smoking prohibited) and chapter 8.60 of Title 8\n(Health and Safety), sections 12.24.100 (disorderly conduct) of chapter\n12.24 (parks) of title 12 (streets, sidewalks, and public places) and\nadding chapter 8.64 (unlawful camping) to the Palos Verdes Estates\nmunicipal code and finding the same exempt from the California\nEnvironmental Quality Act, and 3) Direct Staff to schedule second\nreading and adoption of Ordinance No. 771 for the February 24, 2026,\nregular City Council meeting.
