RECEIVE AND FILE THE FINAL 2026 CITYWIDE STORM DRAIN MASTER PLAN (SDMP) Recommendation: Staff recommends that the City Council receive and file the final 2026 Citywide Storm Drain Master Plan (SDMP), which establishes a comprehensive framework for future storm drain infrastructure investments, asset management, capital improvement planning, and grant funding opportunities.

5. MEMORANDUM OF AGREEMENT BETWEEN THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT, THE COUNTY OF LOS ANGELES, AND THE FOUR PENINSULA CITIES FOR THE COORDINATED INTEGRATED MONITORING PROGRAM (CIMP) Recommendation: Staff recommends that the City Council approve and authorize the City Manager to execute the new Memorandum of Agreement among the Los Angeles County Flood Control District, the County of Los Angeles, and the Cities of Rancho Palos Verdes, Palos Verdes Estates, Rolling Hills, and Rolling Hills Estates regarding administration and cost sharing for implementation of the Palos Verdes Peninsula Coordinated Integrated Monitoring Program (CIMP), and direct staff to notify the participating agencies that the City elects not to participate in Optional Task 8 (Santa Monica Bay Beaches Bacteria TMDL Monitoring).

6. CERTIFICATION OF THE JUNE 2, 2026, SPECIAL MUNICIPAL ELECTION Recommendation: Staff recommends that the City Council adopt Resolution No. R26-25 Reciting the Facts of the Special Municipal Election Held on June 2, 2026, Declaring the Results and Such Other Matters as Provided by Law.

7. REVIEW OF COMMUNITY SURVEY RESULTS REGARDING FUTURE FUNDING OPTIONS FOLLOWING THE EXPIRATION OF MEASURE E; CONSIDERATION OF POTENTIAL MEASURE E REPLACEMENT OPTIONS; AND DIRECTION REGARDING BALLOT MEASURE STRUCTURE AND REVENUE STRATEGY Recommendation: Staff recommends that the City Council: 1) Review the results of the community survey regarding a potential replacement for Measure E; 2) Discuss and provide direction regarding the preferred funding level and structure of a potential Measure E replacement measure; 3) Provide direction regarding the inclusion of: inflationary cost escalators, funding for unfunded pension liabilities, restrictions on the use of funds for new facilities or expansion projects, and annual oversight and reporting requirements; and 4) Consider whether a future measure should be limited to public safety funding or other directed priorities.
